The OT Security Working Group Sub-Working Group 2 of the Japan Network Security Association (JNSA) (Chairman: Hiroshi Ezaki), a non-profit organization, has released the "Survey Report on Major Domestic and International OT Security Guidelines."

Purpose
This document, based on the Ministry of Economy, Trade and Industry's "Guidelines for Cyber-Physical Security Measures in Factory Systems," compares and organizes major domestic and international OT security-related guidelines, standards, and manuals. With the advancement of DX in the manufacturing industry and the expansion of IT/OT connectivity, security measures required for factory systems are becoming more sophisticated and complex. However, numerous related documents exist, each with different target audiences, content, and application scenarios, making it difficult to determine which documents to refer to in practice.
Therefore, this document aims to serve as foundational material to facilitate the selection and utilization of documents according to an organization's situation and objectives, by organizing the characteristics, scope of application, and interrelationships of each document, using factory security guidelines as a benchmark. The primary users are expected to be practitioners involved in factory security, as well as management, industry stakeholders, and vendors.
Survey and Analysis Methods
This survey targeted domestic and international guidelines, standards, and manuals related to OT security, using factory security guidelines as the benchmark. To extract target documents, a wide range of documents related to factory security were collected, and then organized based on their relevance to OT, availability as public information, and the presence of overlapping content.
Furthermore, the characteristics and targets of each document were organized, and their relationship to the factory security guidelines was clarified. Specifically, basic information such as the target industry, target readers, and the presence of checklists for each target document was compiled. Using the factory security guidelines as a benchmark, the degree of specialization and expertise was organized on an 11-point scale, and the correspondence of each category in the factory security guidelines' checklist was confirmed. This was done to provide an overview of the characteristics and scope of application of each document.
