JISDA Establishes Local Office in Ukraine
JISDA has established a local office in Ukraine to strengthen research on defense technology and enhance collaboration.

JISDA (Japan Integrated Security Design Agency) is pleased to announce the establishment of a local office in Ukraine.
For approximately three years, even prior to its formal incorporation, JISDA has conducted continuous on-site research in Ukraine and built partnerships with local companies, engineers, and stakeholders. The establishment of this office serves as a foundation to deepen these existing connections into more intimate, continuous, and practical collaborations.
JISDA’s research and collaboration are not limited to the capital or rear areas. We have continuously observed, listened to, and analyzed the situation on the ground, including areas near the front lines affected by combat and regions close to the Russian border. We have examined how equipment is used, damaged, and repaired, and what challenges operators and engineers face. This new office is intended to maintain and develop these field-rooted relationships more deeply and agilely.
JISDA believes that we must learn from the realities of modern warfare not to wage war, but to prevent it and protect peace. What supports this learning is not political posturing, but the agility and practicality possible only for a private entity. We needed a structure that allows us to quickly connect with companies, engineers, and stakeholders facing real-world challenges, engage in dialogue, and track changes without waiting for institutional frameworks.
■ Purpose of Establishing the Local Office
1. Making existing collaborations closer and more continuous
JISDA has been engaging in dialogue and cooperation with local Ukrainian companies, engineers, and stakeholders. This office will further strengthen these relationships, enabling more routine and practical communication. In the field of modern warfare, where the speed of change is critical, continuous relationships are of great significance.
2. Addressing field challenges with the agility unique to a private organization
JISDA does not aim to engage in Ukraine as a political actor. By leveraging the speed and flexibility of a private organization, we aim to face problems directly with those experiencing them, ensuring a deep understanding of the reality on the ground. The local office will serve as a base to enhance this agility and advance practical cooperation.
3. Connecting local insights to Japan's technology, industry, and systems, while forming mutually beneficial partnerships
What is happening in Ukraine provides insights into a wide range of fields, including not only drones and electronic warfare but also communications, software, components, manufacturing, maintenance, and system design. Through this office, JISDA will connect insights gained on the ground to Japanese companies and stakeholders, further contributing to the strengthening of Japan's security and industrial foundations.
Furthermore, we do not view these relationships as a one-way learning process for Japan. We believe it is crucial to carefully address local challenges and needs, and where Japanese technology and expertise can contribute, to translate that into practical cooperation. We will explore forms of cooperation that are valuable to both Ukraine and Japan, developing them into mutually meaningful and sustainable relationships.

What is happening in Ukraine is a reality that those who live, work, and defend the country must face every day. Therefore, we want to face this reality not just by learning or observing, but by thinking together and exploring what we can do.
This office is not just for gaining knowledge from Ukraine. It is a base for us to carefully consider, through practical work, what contributions Japan can make and what kind of collaboration will be truly meaningful for both sides, all while deepening our trust with the local people.
Of course, large political frameworks and institutional cooperation are extremely important. However, we also believe that the practical, person-to-person connections built between those facing challenges on the ground are an indispensable foundation. This is exactly the kind of relationship JISDA has consistently valued.
Support and cooperation cannot be sustained by one party's convenience or interpretation alone. They only become a lasting force when rooted in the other party's needs, the reality of the field, and mutual trust. JISDA will continue to leverage its agility as a startup to engage sincerely with Ukraine and build relationships that are meaningful for both Japan and Ukraine.
We hope this office will serve as a solid foundation for those efforts.
