Nagoya City, Chubu Centrair International Airport Sign Agreement to Promote Used Cooking Oil Recycling for SAF Production

JGC Holdings, Revo International, SAFFAIRE SKY ENERGY, Nagoya City, and Chubu Centrair International Airport have signed an agreement to promote the recycling of used cooking oil into Sustainable Aviation Fuel (SAF). This collaboration aims to establish a circular economy where used cooking oil collected in Nagoya City is processed into domestic SAF at SAFFAIRE SKY ENERGY's plant and supplied to international flights from Chubu Centrair and other major domestic airports. A public awareness campaign to encourage citizen participation in collection will also be implemented.

JGC Holdings Corporation (Representative Director, Chairman and CEO: Masayuki Sato, hereinafter "JGC HD"), Revo International Inc. (Representative Director and CEO: Tetsuya Koshikawa, hereinafter "Revo International"), and SAFFAIRE SKY ENERGY LLC (Representative: Takeshi Takada, hereinafter "SAFFAIRE SKY ENERGY") are pleased to announce that they have concluded an "Agreement on Collaboration and Cooperation for Promoting the Resource Recycling of Used Cooking Oil towards the Construction of a Sustainable Society" (hereinafter "this Agreement") with Aichi Prefecture's Nagoya City (Mayor: Ichiro Hirosawa) and Chubu Centrair International Airport Co., Ltd. (Representative Director and President: Hironori Kagoike, hereinafter "Chubu Centrair International Airport") to promote the recycling of used cooking oil (hereinafter "used cooking oil"), which is a raw material for Sustainable Aviation Fuel (SAF) and other products.

Furthermore, on April 29th, a campaign event was held at Apita Chiyodabashi store to inform citizens that collected used cooking oil is being utilized for SAF and other purposes, and to solicit their cooperation in providing it as a valuable resource. At the event, Mr. Kito, Director-General of the Environmental Affairs Bureau of Nagoya City, stated, "Nagoya City began collecting used cooking oil at Apita Chiyodabashi store more than 15 years ago, and currently conducts collection at 71 stores within the city, working towards resource recycling and greenhouse gas reduction. With this new initiative, where used cooking oil will be utilized as aviation fuel SAF and used at Chubu Centrair International Airport, a new circular system has been realized. We will continue to call for citizens' cooperation in collection."

Additionally, Nagoya City has decided to participate in the "Fry to Fly Project," a project aiming to realize a world where aircraft fly on used cooking oil, and will promote initiatives to recycle used cooking oil collected from households into SAF.

【Background to the Agreement】

Chubu Centrair International Airport, which participates in the Fry to Fly Project, brought together Nagoya City, a local government within the prefecture, and JGC HD, Revo International, and SAFFAIRE SKY ENERGY as part of its efforts to circulate used cooking oil into SAF. Consequently, this agreement was signed to collect a portion of the used cooking oil discharged from households in Nagoya City and recycle it into SAF, with collection having started in April.

The domestically produced SAF will, for the time being, be used as fuel for international passenger and cargo flights departing from major domestic airports, including Chubu Centrair International Airport.

JGC HD, Revo International, and SAFFAIRE SKY ENERGY will collaborate with Nagoya City and Chubu Centrair International Airport, anticipating the future expansion of demand for domestically produced SAF at various airports. They aim to foster public awareness and further promote the resource recycling of used cooking oil to achieve a carbon-neutral society.

【Main Contents of the Agreement】

(1) Matters concerning the collection of used cooking oil.
(2) Matters concerning the manufacture of SAF, etc., using used cooking oil collected in Nagoya City.
(3) Matters concerning the provision of opportunities to widely disseminate information about this recycling.
(4) Other matters necessary to achieve the purpose of this Agreement.

【Specific Initiatives Based on the Agreement】

Nagoya City began collecting used cooking oil from households at one store in fiscal year 2009, and as of the end of March this year, it is conducting used cooking oil collection at 71 cooperating stores within the city. In fiscal year 2025, approximately 60,000 liters of used cooking oil were collected, and the collected used cooking oil was primarily recycled as biodiesel fuel.

Based on this agreement, a portion of the used cooking oil collected by Nagoya City will be gathered by Revo International and transported to SAFFAIRE SKY ENERGY's plant (within Cosmo Oil Sakai Refinery), which undertakes Japan's first large-scale SAF production, to begin its recycling as a raw material for domestically produced SAF.

This initiative provides an opportunity for each citizen to contribute to greenhouse gas reduction through familiar actions. Businesses and the administration will work together to disseminate information to citizens and promote greenhouse gas reduction and resource recycling.

【Overview of Japan's First Large-Scale SAF Production Project】

JGC HD and Revo International have been proceeding with business feasibility studies in collaboration with Cosmo Oil Co., Ltd. since 2022, aiming to build a supply chain within Japan from the collection of used cooking oil to the manufacturing, transportation, and supply of SAF.
