Yotsukaido City, Chiba Prefecture (Mayor: Yosuke Suzuki, hereinafter "Yotsukaido City"), JGC Holdings Corporation (Representative Director, Chairman and CEO: Masayuki Sato, hereinafter "JGC HD"), Revo International Inc. (Representative Director and CEO: Tetsuya Koshikawa, hereinafter "Revo International"), and SAFFAIRE SKY ENERGY LLC (Representative: Takeshi Takada, hereinafter "SAFFAIRE SKY ENERGY") concluded an "Agreement on Collaboration and Cooperation for the Promotion of Sustainable Aviation Fuel" (hereinafter "this Agreement") on March 30, 2026, to promote the recycling of used cooking oil (hereinafter "waste cooking oil"), which is a raw material for Sustainable Aviation Fuel (hereinafter "SAF"). On the same day, a signing ceremony for the agreement was held at Yotsukaido City Hall.

Furthermore, on the same date, Yotsukaido City joined the "Fry to Fly Project," a project aiming to realize a world where aircraft fly using SAF made from waste cooking oil generated in households and other establishments.

[Purpose of the Agreement]

Yotsukaido City, JGC HD, Revo International, and SAFFAIRE SKY ENERGY will collaborate and cooperate to expand the collection of waste cooking oil, which is a raw material for SAF. Based on this Agreement, they will promote initiatives for waste cooking oil collection, aiming to realize a decarbonized and resource-recycling society.

[Main Contents of the Agreement]

(1) Matters concerning the collection of waste cooking oil (edible vegetable oil) discharged from households

(2) Matters concerning the transportation of waste cooking oil and the manufacturing of SAF

(3) Matters concerning the dissemination of information that waste cooking oil is being recycled as SAF

(4) Other matters necessary to achieve the purpose of this Agreement

[Specific Initiatives Based on the Agreement]

Yotsukaido City has been collecting waste cooking oil as a recyclable resource once a week at waste collection points since 2015. With the conclusion of this agreement, the city will now recycle the waste cooking oil collected from citizens into SAF, and actively disseminate information to increase collection volumes, thereby contributing to the realization of a decarbonized society.

[About SAF (Sustainable Aviation Fuel)]

Sustainable Aviation Fuel, including bio-jet fuel. It is manufactured using raw materials such as waste cooking oil, biomass fuels like sugarcane, and municipal waste. It can be used without modifying aircraft or refueling equipment, and achieves approximately 84% CO2 emission reduction throughout its entire lifecycle from production to use.

[Overview of Japan's First Large-Scale SAF Production Project]

JGC HD, Revo International, and Cosmo Oil Co., Ltd. have jointly been studying the commercialization of a SAF supply chain. In 2021, they were selected for NEDO's (New Energy and Industrial Technology Development Organization) grant project "Construction of a SAF Manufacturing Supply Chain Model Using Domestic Waste Cooking Oil as Raw Material." In November 2022, the new company SAFFAIRE SKY ENERGY was established. Japan's only large-scale domestic SAF manufacturing facility was completed in December 2024, and the supply of domestic SAF to major airlines began in April 2025.
