The Japanese Association of Certified Public Psychologists (Secretariat: Bunkyo-ku, Tokyo; President: Sayoko Nobuta) supports 'April Dream,' an initiative that encourages sharing dreams on April 1st. This press release represents the dream of the Japanese Association of Certified Public Psychologists.
■ Our Dream: Transforming mental health support from a 'special luxury' to a 'fundamental right'
Our dream is to realize a society where 'appropriate psychological support can be received when needed, in a place where one wishes to receive it.'
Just as one visits a hospital when feeling physically unwell, we envision a society where anyone can access a trusted professional (a Certified Public Psychologist) without hesitation or anxiety when their mind is tired or when they wish to live more authentically. We aim to create a future where such a 'mental health safety net' is woven like a mesh across all sectors, including healthcare, education, welfare, justice, and industry/labor.
■ The Background of Our Dream: A decade of commitment to 'mental safety'
It has been 10 years since the Certified Public Psychologist Act was enacted in September 2015. In 2018, the 'Certified Public Psychologist' was established as Japan's first national qualification for psychology professionals, and our association has continued its activities alongside that journey.
We were certified as a Public Interest Incorporated Association in 2023, and in 2024 and 2025, 'Certified Specialist Public Psychologists' with even higher levels of expertise have been emerging one after another. Over the past decade, social changes have accelerated, and the problems people face have become more diverse and profound. Precisely because of this, we are not merely a gathering of qualified individuals, but a 'responsible group of professionals' dedicated to meeting the public's trust, operating at full capacity.
■ Three Actions Toward Realizing Our Dream
This dream is by no means a distant fantasy. We are steadily moving forward, focusing on the following pillars:
'Deepening Expertise': We are strengthening cross-disciplinary training to respond immediately to changes in medical fee systems and complex social issues, ensuring we provide the highest standard of support that is constantly updated.
'Strong Collaboration with Regions and Government': We are working closely with professional organizations and government agencies in all 47 prefectures to build a system where high-quality support can be received anywhere in Japan.
'Improving Social Awareness and Policy Advocacy': To make psychological support more accessible, we are focusing on expanding systems and creating mechanisms that allow everyone to benefit from support.
■ Message from the President: Being an unchanging support in a changing world
'Looking back on these 10 years, the world has changed at an unprecedented speed. We must protect the mental safety of those living their lives to the fullest every day and ensure that those who are suffering are not left isolated. We want to demonstrate more and more that we, as holders of the national qualification of Certified Public Psychologist, are entities that can serve and contribute to society. This is also our 'vow.' I sincerely hope to create a future with all of you where everyone can live a mentally enriched life.'
