Publication date: May 15, 2026 The Information-technology Promotion Agency, Japan (IPA; Chairman: Yutaka Saito) has released the “DX Promotion Indicator Self-Assessment Results Analysis Report 2025,” based on an analysis of 1,164 self-assessment submissions from companies, with the aim of understanding the current state and reality of digital transformation among Japanese businesses. Since 2019, IPA has analyzed companies’ self-assessment results for the DX Promotion Indicator and published the findings annually. The 2025 report compiles 1,164 self-assessment results submitted between January and December 2025. In addition to overall trends, the report analyzes the characteristics of small and medium-sized enterprises, leading companies, companies certified under the DX Certification system, and companies that submitted DX Promotion Indicator results for two consecutive years. Leading companies are defined as those with an average current score of 3 or higher across all DX Promotion Indicator items. The overall trend for 2025 shows that the largest share of companies had an average current DX promotion score of “Level 1 or higher and below Level 2,” followed by “Level 2 or higher and below Level 3.” Companies at Level 4 or higher accounted for only 3% of the total, indicating that DX promotion at many companies remains limited to partial, sporadic, or strategic implementation. For all companies, the average target maturity score was 3.51, while the average current score was 1.98, a gap of 1.53. Similar gaps were observed in both management-perspective indicators and IT-perspective indicators. The findings suggest that companies must pursue both management mechanisms for DX and the construction of IT systems as their foundation, while setting goals and taking concrete action. The current and target values across all companies were as follows: all indicators, current value 1.98 and target value 3.51; management-perspective indicators, current value 1.98 and target value 3.51; IT-perspective indicators, current value 1.97 and target value 3.50. The report is available for download from IPA’s official website. The DX Promotion Indicator was revised in February 2026, and submissions based on the new indicators are now being accepted. IPA expects the self-assessment tool to be used by more companies and will continue observation and analysis to support the development of appropriate DX promotion policies. The analysis covers the period from January 1 to December 31, 2025. Of the 1,241 DX Promotion Indicator self-assessment results submitted during that period, 1,164 were analyzed after excluding duplicate and incomplete submissions. The DX Promotion Indicator is a self-assessment tool for companies to evaluate their DX progress. It is designed to help executives and internal stakeholders share awareness of the current state and challenges of DX promotion and identify actions to take. Companies evaluate their maturity across 35 items on a six-level scale from 0 to 5, ranging from Level 0, “not yet started,” to Level 5, “a level at which the company can compete globally as a digital enterprise.” To allow companies to assess DX initiatives in light of recent conditions, IPA revised the DX Promotion Indicator in February 2026 based on the Digital Governance Code 3.0. The revision incorporates increasingly important elements such as data utilization and collaboration, development and securing of digital talent, and cybersecurity. Responses under the new self-assessment format have been accepted since April 2026.
