■ Background: Application of Smart Meter Data and Expectations for NILM

In Japan, the introduction of first-generation smart meters began in 2014, followed by electricity liberalization and revisions to the Electricity Business Act in 2016. Efforts have since been made to create new services utilizing electricity data obtained from smart meters. Starting in 2026, the nationwide introduction of second-generation smart meters will commence sequentially.

In utilizing data from second-generation smart meters, which are advanced from the first generation, contributions are expected toward new smart grids as next-generation social infrastructure and toward creating new conveniences for daily life.

Meanwhile, NILM technology, which uses AI to analyze and estimate "which appliance was used when and how much" from the total household electricity consumption, is key to maximizing the value of electricity data and realizing high-value-added services. This standard (IEC 63297) was developed with the aim of becoming a foundation for our company to expand Japan-originated next-generation services globally and has successfully been registered. According to METI's materials, it is positioned to ensure that Japan's high-performance technology is properly evaluated, and moving forward, to promote awareness overseas and export service infrastructure. The widespread adoption of this standard is expected to globally facilitate the expansion of various service markets utilizing NILM technology, further advancing the application areas of our company's technology.

■ Outline of the Standard and Main Provisions

This standard classifies and defines data granularity for measurement sensors such as smart meters from the following three perspectives:

・Sampling frequency

・Output interval

・Bit rate (data amount per second)

This provision allows for the interpretation that advanced services utilizing high-resolution NILM technology can be made possible simply by changing the firmware (basic software) even in smart meters with average specifications widely used around the world.

・Contribute to the widespread adoption of domestic infrastructure application services:

Promote the social implementation of high-value-added services through the application of smart meter data.

・Consideration of JIS conversion:
