This analysis is centered on the new leadership structure established following the 14th Communist Party Congress in January 2026 and the first session of the 16th National Assembly in April 2026. The year 2026 marked a critical turning point for Vietnamese politics. In January, the 14th Party Congress confirmed To Lam's continuation as Secretary-General. Subsequently, on April 6, the first session of the 16th National Assembly approved new appointments for National President, Prime Minister, and National Assembly Chairman, officially inaugurating the leadership for the next five years. Notably, To Lam, the party's top-ranked official, assumed the unprecedented dual role of Secretary-General and National President. Le Minh Hung, born in 1970 in Ha Tinh province and former Governor of the State Bank of Vietnam, was selected as Prime Minister. At 55, he became the youngest Prime Minister in Vietnam's history and is known for his pro-Japan stance, having studied at Saitama University (now GRIPS). Other key appointments include Tran Thanh Man as National Assembly Chairman and Tran Cam Tu as Permanent Member of the Secretariat. The report highlights that To Lam's concurrent roles as Secretary-General and National President consolidate power, potentially shifting from Vietnam's traditional collective leadership. This concentration of power extends to his roles as Secretary of the Central Military Commission, Chairman of the Central Steering Committee for Anti-Corruption, and Commander of the People's Armed Forces.
