Impress Corporation (Headquarters: Chiyoda-ku, Tokyo; President: Takashi Takahashi), which operates IT-related media businesses within the Impress Group, will release "Thinking About Human Resource Issues in the Information Service Industry in the AI Era: Information Service Industry White Paper 2026" on June 30, 2026. This white paper captures the drastic changes in the IT talent recruitment environment and required skills due to the rapid proliferation of AI, and presents the direction that information service companies should take as "business transformation partners" sought by user companies.

Addressing the "Quality" and "Quantity" of IT Talent Amidst Generative AI Proliferation and Severe Labor Shortages

The rapid development and widespread adoption of generative AI are fundamentally changing the nature of work in the information service industry. Particularly in software development, tasks such as programming are increasingly being replaced by AI.

Meanwhile, Japan's information service industry faces the significant challenge of a long-term and severe "labor shortage" against the backdrop of a declining birthrate and aging population. As technological advancements and labor shortages progress simultaneously, the industry as a whole is grappling with the critical question: "Will AI be a savior that solves the labor shortage, or will it take away human jobs?"

In the future, while AI will increasingly automate simple tasks, new skills will be required to effectively utilize and control AI, leading to a major paradigm shift in both the "quality" and "quantity" of talent needed. Against this backdrop, there is a strong market and societal demand for concrete guidelines to accurately grasp the structural changes brought about by AI and to plan for future organizational development, human resource strategies, and management direction. This book addresses that urgent need.

Real Challenges and a Compass for the Future Revealed Through "Three-Party Surveys" of Companies, Users, and Engineers

The greatest strength of this book lies in its cross-analysis of extensive survey results from the "three perspectives" of information service companies, user companies, and IT engineers. It goes beyond simply understanding the current situation to present concrete directions for solving problems, answering the question, "What should companies be doing now to address these challenges?" The book provides detailed explanations of specific measures for corporate self-transformation and human resource management, supervised by the Japan Information Service Industry Association (JISA), addressing numerous critical issues that emerged from the surveys, such as "How can organizations tackle the dilemma of younger employees not developing due to AI replacement?" and "How should on-site AI guardrails (safety measures) be established and a governance system be implemented?"

By reading this book, management and HR personnel can develop an "action plan for their company's human resource strategy and organizational reform" to survive in the AI era. Based on actual data showing that user companies are seeking "business transformation partners" rather than traditional system development, the book offers practical hints that can be immediately applied to management and business strategies, such as the direction of service shifts to become a preferred provider and "initiatives to enhance the industry's appeal" to win the talent acquisition competition.

Noteworthy Survey Results

With the advancement of AI, the role user companies expect from information service companies is shifting significantly from traditional system development to "business transformation." Survey responses from user companies (Figure 1) show that "planning and proposing AI utilization methods tailored to their business challenges" was the most common response (35.8%), followed by "transforming and advancing business models through AI implementation" (24.1%). In contrast, expectations for "conventional system development and maintenance" accounted for only 9.1%. These results suggest that user companies strongly expect information service companies to act not just as "vendors" but as "co-creation partners" who jointly create businesses.
