Panasonic Homes株式會社（以下稱 Panasonic Homes）與兵庫縣寶塚市（以下稱寶塚市）正基於2025年10月簽訂的全面合作協定，在『中山台新市鎮』推動以創造附加價值為導向的城鎮發展。為進一步加速此項計畫，於2026年3月30日與贊同其宗旨的25個企業及團體共同成立了『中山台區域平台』（以下稱中山台APF）。

日本許多新市鎮開發至今已超過40年，面臨少子高齡化、人口減少、住宅及公共設施老化的諸多課題。『中山台新市鎮』亦不例外。未來除了高齡化及設施老化外，由於地形多陡坡，也令人擔憂長者等居民的日常移動將變得困難。有鑑於此情況，Panasonic Homes於2025年6月購入了由株式會社Kuraray所擁有的該新市鎮內全部設施及用地（總面積31,265㎡），並於同年8月起與寶塚市合作，開始推動以創造附加價值為導向的城鎮發展。
新市鎮的複合性課題，有時難以僅靠行政或民間單獨的努力來解決。過去雖有官民各自努力解決課題的案例，但因各地區情況差異甚大，因此必須建立一套能掌握居民需求並協調多元服務的機制。為此，我們成立了『中山台APF』，作為寶塚市、企業及社區連結、協作解決課題的基礎。本計畫重視「公私協力」的理念，讓包含居民在內的「民間」主體性地參與地區基礎設施、交通、教育等公共領域，並由寶塚市、企業及社區居民各自扮演其角色。『中山台APF』匯集了贊同此理念的多元夥伴，透過匯集彼此的知識，將能推動單獨難以實現的計畫，並加速實現象徵城鎮永續發展的「生生發展」，進而活絡地區發展。
今後，我們將以『中山台APF』為中心，在活用地區孕育的資源的同時，致力於提升城鎮價值、創造新的魅力，以豐富現有居民的生活，並打造對新市鎮外移居者也具吸引力的地區。此外，Panasonic Homes將作為『中山台APF』的代表幹事，在與多元夥伴合作的基礎上，運用其在住宅建設領域累積的知識，致力於提升地區生活品質。我們的目標是實現一個讓所有世代都能舒適生活、讓居住在『中山台新市鎮』成為驕傲、並能世代傳承的城鎮。
