Nakayamadai Area Platform Panasonic Homes Co., Ltd. Takarazuka City, Hyogo Prefecture
Panasonic Homes Co., Ltd. (hereinafter "Panasonic Homes") and Takarazuka City, Hyogo Prefecture (hereinafter "Takarazuka City") have been advancing value-creation-oriented community development in 'Nakayamadai New Town' based on a comprehensive partnership agreement concluded in October 2025. To further accelerate these efforts, they established the 'Nakayamadai Area Platform' (hereinafter "Nakayamadai APF") on March 30, 2026, together with 25 companies and organizations that support the initiative's objectives.

Many new towns in Japan have passed the 40-year mark since their development, and various issues have become apparent, such as a declining birthrate and aging population, population decrease, and the deterioration of housing and public facilities. Nakayamadai New Town is no exception. In addition to the aging population and facilities, there are concerns that daily mobility will become difficult, particularly for the elderly, due to the area's steep terrain. Given this situation, in June 2025, Panasonic Homes purchased all facilities and land (total area of 31,265 m²) within the new town that were previously owned by Kuraray Co., Ltd., and began value-creation-oriented community development in cooperation with Takarazuka City starting in August of the same year.
Solving the complex issues in a new town may not be possible through the independent efforts of the government or the private sector alone. While there have been previous cases where the public and private sectors have worked to solve problems, circumstances vary greatly by region, making it essential to have a mechanism that understands resident needs and coordinates diverse services. Therefore, the 'Nakayamadai APF' was established as a foundation for Takarazuka City, businesses, and the local community to connect and work together to solve problems. This initiative emphasizes a 'public-private partnership' stance, where the 'private' sector—including residents—proactively participates in public areas such as regional infrastructure, transportation, and education, with Takarazuka City, businesses, and local residents each playing their respective roles. We believe that by having diverse partners who agree with this philosophy participate in the 'Nakayamadai APF' and bring their mutual expertise to the table, initiatives that would be difficult to realize alone can be promoted, accelerating regional revitalization through the realization of 'seisei-hatten' (vibrant, sustainable development).
Moving forward, with the 'Nakayamadai APF' at the center, we will work to improve the value of the town and create new appeal while utilizing the resources the region has cultivated. We aim to make life richer for existing residents and create a community that is also attractive to those moving in from outside the new town. Furthermore, as the representative secretary of the 'Nakayamadai APF,' Panasonic Homes will leverage the expertise cultivated in home building to improve the quality of regional life in collaboration with diverse partners. We aim to realize a town that is easy for all generations to live in, where living in 'Nakayamadai New Town' is a source of pride, and which can be passed down to future generations.
