Panasonic Homes Co., Ltd. (hereinafter referred to as Panasonic Homes) and Takarazuka City, Hyogo Prefecture (hereinafter referred to as Takarazuka City) are promoting value-creation-oriented community development through public-private partnerships based on a comprehensive cooperation agreement signed in October 2025 in the "Nakayamadai New Town." To further accelerate this initiative, on March 30, 2026, the "Nakayamadai Area Platform" (hereinafter referred to as Nakayamadai APF) was established with 25 companies and organizations that support its objectives.

Many new towns in Japan, over 40 years after their development, are facing various challenges such as a declining birthrate and aging population, population decrease, and the deterioration of housing and public facilities. Nakayamadai New Town is no exception. In addition to aging and facility deterioration, concerns are rising about the difficulty of daily movement, especially for the elderly, due to the area's hilly terrain with many steep slopes. In light of this situation, Panasonic Homes purchased all facilities and land (total area of 31,265㎡) within the new town, previously owned by Kuraray Co., Ltd., in June 2025. In collaboration with Takarazuka City, they began value-creation-oriented community development in August of the same year.

The resolution of complex issues in new towns may not be fully addressed by the independent efforts of local governments or the private sector alone. While there have been previous examples of public and private sectors working together to solve problems, the circumstances vary greatly by region. Therefore, a mechanism is essential to understand resident needs and coordinate diverse services. To this end, the Nakayamadai APF was established as a foundation for collaboration between Takarazuka City, businesses, and the community to jointly address challenges. This initiative emphasizes a "public-private partnership" approach where the "private sector," including residents, actively participates in public domains such as regional infrastructure, transportation, and education, with Takarazuka City, businesses, and local residents playing their respective roles. We believe that the diverse partners participating in Nakayamadai APF, by pooling their knowledge, will promote initiatives that are difficult to achieve alone, thereby accelerating regional revitalization through the realization of "continuous development (seisei hatten)," which signifies the sustainable development of the town.

Moving forward, centered around Nakayamadai APF, we aim to enhance the town's value and create new attractions by leveraging the resources nurtured by the community. This will enrich the lives of existing residents and create an attractive region for people moving from outside the new town. Panasonic Homes, as the representative secretariat of Nakayamadai APF, will work to improve the quality of life in the region by leveraging its expertise in housing development in collaboration with various partners. Our goal is to create a town where all generations can live comfortably, where living in Nakayamadai New Town is a source of pride, and where it can be passed down to future generations.
