Many new towns in Japan, more than 40 years after their development, are facing various challenges such as an aging and declining population, and the deterioration of housing and public facilities. "Nakamadai New Town" is no exception. In addition to aging and facility deterioration, there are concerns that daily mobility will become difficult, especially for the elderly, due to the hilly terrain with many steep slopes. In light of this situation, Panasonic Homes purchased all facilities and land (total area 31,265㎡) within the new town, previously owned by Kuraray Co., Ltd., in June 2025, and began value-added town development in collaboration with Takarazuka City in August of the same year.

Solving complex issues in new towns may not be achievable through the independent efforts of administration or private sectors alone. While there have been cases where both public and private sectors have worked on problem-solving, the circumstances vary greatly by region, making it essential to understand resident needs and establish a mechanism where diverse services collaborate. Therefore, the "Nakamadai APF" was established as a foundation for Takarazuka City, businesses, and the community to connect and collaboratively advance problem-solving. This initiative emphasizes a "public-private partnership" approach where the "private sector," including residents, actively participates in public domains such as regional infrastructure, transportation, and education, with Takarazuka City, businesses, and local residents each playing a role in their respective positions. With diverse partners who endorse this philosophy participating in the "Nakamadai APF" and bringing their respective expertise, initiatives that would be difficult to achieve alone can be promoted, accelerating regional revitalization through the realization of "Seisei Hattan" (sustainable development), which means the continuous development of the town.

Going forward, centered around the "Nakamadai APF," while utilizing the resources nurtured by the community, we will strive to enhance the town's value and create new attractions, enriching the lives of existing residents and creating an appealing region for people moving in from outside the new town.
