TOPPAN to Host Online Seminar on Operational Efficiency in Kumamoto City

TOPPAN Inc., a group company of TOPPAN Holdings (Headquarters: Bunkyo-ku, Tokyo; President and CEO: Haruhiko Noguchi; hereinafter "TOPPAN"), will host an online seminar (hereinafter "the seminar") on July 14, 2026 (Tuesday), as part of its social issue-solving support seminar series "TOPPAN SOCIAL TALK." The seminar will introduce key points for operational efficiency, featuring case studies from Kumamoto City.

In Kumamoto City, the processing of vast amounts of paper documents and fragmented routine tasks across departments had become a significant burden on municipal staff. In response, the city launched the "Integrated Administrative Affairs Center" in 2024 to digitize paper documents and outsource standardized operations, reducing overtime work for staff involved in related tasks by approximately 32% within six months. During the seminar, Kumamoto City officials who planned and led the project, along with TOPPAN project members who provided on-site support, will present insights on public-private collaboration in business process reform, strategies for promoting digitization, and best practices in consolidating routine tasks that can be applied to other municipalities.

### Part 1: Kumamoto City's Administrative Reform with a 10-Year Vision

A Kumamoto City official who planned and led the project will introduce the background behind the center’s establishment, the details of its initiatives, and the city’s approach to administrative reform.

### Part 2: Key Points for Administrative Efficiency from the Supporting Partner

A TOPPAN project member who provided on-site support will discuss methods for visualizing and analyzing workloads, as well as how the development of proprietary tools helped overcome system limitations and support the reform.

### Part 3: DX Advancement – Behind the Scenes

Representatives from Kumamoto City and TOPPAN will engage in a talk session, sharing the behind-the-scenes stories of the project’s success from their respective perspectives.
