The Hokkaido Bureau of Economy, Trade and Industry of the Ministry of Economy, Trade and Industry has created a collection of community development methods aimed at helping both public and private sectors promote sustainable community development. This booklet is composed of two parts: a visual guide that is easy to understand, and a detailed analytical report. It focuses on the community development initiatives of Kamikawa Town, Hokkaido, which has seen an increasing number of migrants despite ongoing population decline. We hope that the contents of this booklet will serve as a useful resource when considering community development tailored to local circumstances. Background of this booklet's creation In recent years, Kamikawa Town, Hokkaido, has widely expanded public-private partnership projects. Even amidst continued population decline, the town has seen a succession of startups by migrants, including members of the Community Revitalization Cooperation Squad, and the number of migrants is on an upward trend. Therefore, we identified the Kamikawa Town Office, private businesses, and EFC Co., Ltd.—which acts as a bridge between migrants and local residents—as key players in community development and analyzed their initiatives.
