We are pleased to support April Dream, which aims to make April 1st a day for sharing dreams. This press release is the dream of Hasshinkaigi Inc.

Hasshinkaigi Inc. (Headquarters: Minato-ku, Tokyo; Representative Director: Chie Inoue; hereinafter referred to as "our company"), which supports the creation of PR organizations and the training of PR personnel, has a dream: "To make public relations an indispensable part of management." We aim to broadly establish PR not merely as a dissemination task, but as a management function that supports business growth, recruitment, trust building, and organizational development throughout society.
Background to Our Dream
The Gap Between PR's "True Power" and "Actual Treatment"
In many companies, PR is often treated as a mere "dissemination task" or a "concurrent duty" with other departments. However, PR is fundamentally an important function that relates to a wide range of management challenges, including recruitment, sales, brand building, building trust with society, and permeating the company's philosophy internally. Particularly in small and medium-sized enterprises, despite the recognition of PR's importance, there is a reality where it cannot fully exert its power due to weak connections with management. Hasshinkaigi has come to hold this dream after feeling a significant gap between PR's "true power" and its "actual treatment" in the field, supporting numerous companies.
The Reality Revealed by Data from the Japan Society for Public Relations Research
In 2023, the Japan Society for Public Relations Research defined PR as a "management function that builds and maintains socially desirable relationships through two-way communication with various stakeholders for the purpose of achieving objectives and solving problems."
According to the society's 2024 survey, 95.2% of executives at listed companies agree with defining PR as a "management function."
On the other hand, an interview survey conducted by the same society in 2025 with executives and PR officers from 20 listed companies identified gaps between expectations and reality in PR across four domains: "strategy," "organization," "activities," and "evaluation."
"Indispensable PR" as envisioned by Hasshinkaigi
What we consider "Indispensable PR" is a function that fulfills the following roles:
-
Appropriately communicating the company's vision and values to society.
-
Contributing to recruitment, sales activities, and business growth.
-
Building and maintaining trust with society.
-
Permeating management's intentions and vision within the company.
-
Connecting management and the field, as well as internal and external stakeholders.
Actions Towards Realizing the Dream
The aforementioned interview survey suggests that the functionalization of PR as a management tool deepens through stages such as "recognition of necessity," "top-down leadership," "institutionalization," and "strategic participation." Our company wishes to support precisely this process. Our role is to accompany companies according to their phase, from the stage where management recognizes the necessity of PR, to the establishment of PR systems, personnel training, systematization of practical work, and finally to a state where management and PR can collaboratively draw up strategies.
1. Providing Learning Opportunities Through Books
Our representative, Chie Inoue, has authored books such as 『The Textbook for Solo PR』 and 『PR Introduction You Can Easily Understand』. Both books strongly reflect the field's challenge: "There is an overwhelming lack of opportunities to learn practical PR knowledge that can be implemented reproducibly even in small organizations, despite PR functions being needed." The new book, 『PR Introduction You Can Easily Understand』, organizes fundamental knowledge and practical examples for those starting PR or wanting to tackle PR reproducibly even in small organizations.

2. Support for Building PR Systems Through Practical Coaching and Individual Consulting for Companies
Our company supports companies in fostering "PR personnel" with expertise within the organization and enabling them to become self-sufficient through the following two methods:
① Building the "Strongest PR" Organization: "Coaching-Style PR Support"
This coaching-style support focuses on "establishing a PR department" that involves management and the entire organization, not just individual PR staff skill development. We provide comprehensive support, from formulating PR strategies in collaboration with management to personnel training, and establishing systems for social media and internal newsletters, covering both hard and soft aspects. The ultimate goal is to help the company "stand on its own feet" and operate independently without external dependence.

② "Individual PR Consulting" within a "PR Community": Enabling "Always Consult a Professional" for Worries
Our PR community provides a one-stop shop for "learning, consultation, and networking." Members can consult with 19 PR mentors on a wide range of issues, including PR strategy, press release creation, social media operations, AI utilization, overseas PR, and video production.

③ Interactive Learning Support for Solo PR Practitioners and Beginners
Since April 2024, we have launched "Learney," a coaching-style e-learning service. It features abundant templates, video lectures that can be watched anytime on smartphones, comprehension checks, and assignments for each section with direct feedback from Hasshinkaigi instructors. It is used for individual PR learning and corporate training.

Furthermore, as of March 2026, the Hasshinkaigi PR Community has accumulated over 200 study session videos and 50 PR columns.

*Currently, 80 PR managers and executives (hereinafter referred to as "members") belong to the community. Many new PR managers (around 1 year of PR experience) participate, and 80% of members are PR managers at B2B companies who often struggle with PR methods. (As of March 2026)
④ Public Awareness Promotion for Executives
We conduct PR seminars for executives of small and medium-sized enterprises at Chambers of Commerce and Industry, etc., throughout the year. Furthermore, we introduce management issues that can be solved by PR through our note blog.
note : President! These Management Issues Can Be Solved with PR
From a function that is often postponed to an indispensable element of management. That is Hasshinkaigi's April Dream. We hope to spread the value of PR throughout society together with companies, executives, and PR managers who resonate with this dream.
"April Dream" is a project by PR TIMES where companies share their dreams for the future on April 1st. We are seriously aiming to realize this dream.
