The Association for Local Government DX Promotion (GDX) has released a special edition of the Local Government DX Guide, 'The Reality of File Management.' We are currently sending this publication sequentially to local governments nationwide and simultaneously launching a survey on 'Document and Data Management and Generative AI Utilization in Local Governments' by including the survey questionnaire with the publication.

■ About the Local Government DX Guide Special Edition 'The Reality of File Management'

While the number of local governments adopting generative AI is rapidly increasing, many voices from the field report that 'the expected results are not being achieved.' It is pointed out that the cause often lies not with generative AI itself, but with the 'internal data' that AI reads.
Constant pressure on storage capacity, proliferation of folders with unknown purposes, mixing of confidential information—file servers in many local governments have effectively become 'trash bins,' and the challenge of not being able to inherit files from predecessors during annual personnel changes is also becoming more serious.

Three Major Challenges in Local Government File Management / The Structure Behind Generative AI 'Not Working Well'

This guide, themed 'Creating an Organization Where Knowledge Does Not Disappear, Starting with File Server Management,' thoroughly explains the importance of document and data preparation (file organization) as a prerequisite for generative AI utilization and provides concrete methods for its implementation. Furthermore, the publication features a special interview with Hiroyuki Kawaguchi, Representative Partner of Kawaguchi LLC, who has supported local government DX nationwide as a Regional Informationization Advisor for the Ministry of Internal Affairs and Communications, and as CDO of Koshigaya City and DX Specialist Officer of Utsunomiya City, titled 'If Humans Can't Do It, Let AI Do It.'
Starting from the practical realization that 'if you put in garbage, only garbage comes out,' we introduce a new form of internal DX starting with data preparation, through the philosophy of 'procureTech StorageManager,' which automatically patrols internal file servers at night, reads file contents, and organizes/classifies them.

■ About the 'Survey on Document and Data Management and Generative AI Utilization in Local Governments'

As the utilization of generative AI rapidly progresses, we are conducting a nationwide survey to grasp the current status of document and file management in local governments across the country and the reality of data preparation for generative AI utilization. The survey request form and answer sheet are enclosed with 'The Reality of File Management' being sent to local governments nationwide.

The survey results will be compiled and published as aggregated data after anonymization, aiming to contribute to the promotion of document and data management and generative AI utilization by providing valuable information to local governments. Local governments that respond will receive a 'Survey Report' at a later date.
