The perpetrator's statement, confusing information, and a bizarre dismembered body case that occurred around the same time. As multiple cases intersect, the decision of what to communicate as public relations and what to withhold becomes increasingly difficult.

What eventually emerges is the logic of the police organization, its relationship with politics, and the influence of the press. Conflicts with the investigation scene, speculation within the organization, the forefront of media response—the incident develops in an unexpected direction while each position intertwines.

Rintaro Imaizumi and Naoji Ando of the 2nd Public Relations Section are forced to handle the press for this sudden major incident. Marui speaks of revenge against the 'Shinsei Jison no Kai', but his statement is somewhat mysterious. Criminal Investigation Department Chief Fukudome shows a cautious attitude towards handling the case, and a disturbing atmosphere begins to drift over the investigation policy. Furthermore, immediately after that, part of a dismembered body is found in Hibiya Park, and the situation moves in an unexpected direction. Are the two incidents a coincidence, or...

◆ Episode 2 'Informant' Synopsis The investigation enters a new phase over the body found in Hibiya Park. First Investigation Division Chief Kitagawa attempts to proceed with the investigation within limited time, despite harboring doubts about the intentions of the upper echelons. Meanwhile, Ando begins to notice the shadow of the 'Shinsei Jison no Kai' appearing and disappearing heavily around Katsuragi. Security cameras show a woman transporting a body on a handcart. And, as if mocking the police, a new body part is discovered. Amidst all this, freelance journalist Nakayama begins to say, 'The two cases are connected'—but what is his true intention?
