Background and Objectives

In recent years, while Japan has seen continuous increases in the minimum wage and the government's "structural wage increase" policy, a significant gap has emerged between large corporations and small and medium-sized enterprises (SMEs) in terms of wage increase implementation rates and levels. Particularly due to the declining labor force population and persistently high effective job opening to applicant ratio, wage increases are becoming a "necessity" rather than an "option" for SMEs. Furthermore, in regional areas, the impact of population decline and the outflow of young people to urban areas is strong, making it essential for companies to achieve both wage increases and productivity improvements for sustainable growth.
