FORVAL Co., Ltd. (Headquarters: Shibuya-ku, Tokyo; President and CEO: Masanori Nakajima; hereinafter referred to as "FORVAL"), a group company of FIS Solutions Inc. (Headquarters: Minato-ku, Tokyo; President and CEO: Katsuhiro Yamaguchi; hereinafter referred to as "FIS Solutions"), which operates under the philosophy of "FORVAL Creates a New World with a 'New Normal'" and supports ESG management through visualization and accompaniment as a "group of corporate doctors (next-generation management consultants)", has been awarded the contract for the "Business Capability Improvement Management Diagnosis Promotion Project Implementation Business" by Tottori Prefecture. Background and Objectives In recent years, while Japan has seen continuous increases in the minimum wage and the government's "structural wage increase" policy, a significant gap has emerged between large corporations and small and medium-sized enterprises (SMEs) in terms of wage increase implementation rates and levels. Particularly due to the declining labor force population and persistently high effective job opening to applicant ratio, wage increases are becoming a "necessity" rather than an "option" for SMEs. Furthermore, in regional areas, the impact of population decline and the outflow of young people to urban areas is strong, making it essential for companies to achieve both wage increases and productivity improvements for sustainable growth. Tottori Prefecture, with the smallest population and number of companies nationwide, has many SMEs and small businesses. It is believed that some companies exist that "want to raise wages but cannot." In such circumstances, to achieve sustainable wage increases, it is essential to resolve the "lack of understanding of the current situation" caused by insufficient financial analysis, undeveloped business plans, and ungrasped break-even points, and to "raise the overall level of management capability" so that companies can correctly understand their management status and devise improvement measures on their own. FIS Solutions will support the fundamental improvement of management capabilities of companies in the prefecture by visualizing the impact of wage increases on management from both quantitative and qualitative perspectives through a "Management Capability Improvement Diagnosis" that considers corporate profitability, financial soundness, and investment effectiveness, in response to Tottori Prefecture's urgent challenges. Through this project, we aim to contribute to the realization of sustainable wage increases and productivity improvements in Tottori Prefecture by making subsidies function not as a "mere grant system" but as a "program to enhance management capabilities." Project Policy and Overall Picture To promote the project most effectively and efficiently, FIS Solutions will implement this business with the following four basic policies: ① Visualization of Management through Integrated "Quantitative x Qualitative" Diagnosis Combines financial data and management interviews to achieve a three-dimensional evaluation.

② Proactive Approach to Companies at All Levels Actively encourage participation in the target subsidy program and this project.

③ Efficiency through Digitalization and Provision of Diverse Consultation Opportunities Provide consultation opportunities that do not leave behind companies unfamiliar with digital technology.

④ Provision of Analysis to Aid Policy Making and Strengthening of Prefecture-Wide Management Capabilities Connect to strengthening management capabilities across the prefecture, not just individual company support.
