This Project is being implemented as an initiative to achieve Minamisoma City's goal, as set forth in the 'Minamisoma City Zero Carbon Promotion Plan,' of having over 50% of public facilities introduce renewable energy by fiscal year 2030.

At the City Hall North Building and one other facility, the 'PMC & Public Denryoku Joint Venture' will act as the power producer. They will install, own, operate, and maintain solar power generation facilities etc., by utilizing the Ministry of the Environment's Regional Decarbonization Transition and Renewable Energy Promotion Subsidy and through self-funding. By supplying the generated electricity to these facilities, greenhouse gas emissions will be reduced, and the proportion of public facilities introducing renewable energy will be increased.

Minamisoma City conducted a public proposal to select the power producer for This Project. In response, PMC, which has extensive transaction experience with local governments through support for public facility management*, and Public Denryoku, which possesses specialized personnel for the development and operation of solar power generation facilities, formed the 'PMC & Public Denryoku Joint Venture' and submitted a project proposal that meets the specifications and various conditions set by Minamisoma City.
