The Japan Financial Education Support Organization (Location: Chiyoda-ku, Tokyo; hereinafter 'the Organization') has partnered with Hachioji City to create a 'financial education program by students, for students, for students' that fosters a circulating learning experience for elementary to university students within the city.

This initiative aims to create new opportunities for 'learning about finance' through collaboration among industry, academia, government, and finance, with the cooperation of regional financial institutions.

At the Hachioji City Mayor's press conference, Mayor Hoshuku announced the initiative.

■ Purpose
Hachioji City is an 'academic city' with a concentration of universities, high schools, junior high schools, and elementary schools.

Leveraging this characteristic, the Organization aims to form a 'circulating financial education model' in collaboration with the FES Contest® and workshops it hosts.

■ Overview of the Co-creation Project
The FES Contest is a competition where junior and senior high school students learn the eight powers of money (spending, earning, paying taxes, saving, preparing, giving, borrowing, increasing) through workshops operated by university students. They then create financial education videos that are understandable to elementary school students and can be learned by a wide range of generations, and compete on their content.

Award-winning works from this contest are also utilized in elementary school education.

This means that through the FES Contest, elementary school students act as video viewers, junior and senior high school students as video creators, and university students as workshop operators, allowing them to continuously engage in financial education in various roles according to their stage of advancement.

By changing roles from learners to teachers, a financial education model where learning circulates across generations will be formed and rooted in the community.

Furthermore, this initiative was introduced by Mayor Hoshuku at the Hachioji City Mayor's press conference held on March 30, 2026. Nana Abe, Co-Representative Director of the Organization, and Kano Ogushi, a FES Contest University Student Steering Committee Member attending Hosei University Tama Campus, were also present.

The FES Contest has also received an Excellence Award in the 'Children's Division' of the Tokyo Metropolitan Government's 'Reiwa 7th Children's Smile Movement Award,' an initiative to create a 'children-first' society, and is featured on the 'Tokyo Children's Homepage.'

■ Background to Co-creation with Hachioji City
The Organization, in collaboration with Hachioji City, an academic city where students of various ages gather, proposed holding FES Contest workshops to Hachioji City's 'Co-creation Window' as an opportunity for students to actively engage with the community, and this has now been realized.

Through this initiative, by circulating the learning of workshop participants across generations, we will proceed with building a model system that can serve as a national example.
