Every WiLL Inc. (Headquarters: Shinjuku-ku, Tokyo; CEO: Toshiaki Sudo; hereinafter "Every WiLL"), which addresses multiple regional social issues with its logistics x regional revitalization solutions, is pleased to announce that it has been selected as a subsidized project operator for the "Reiwa 8 (2026) Okinawa Startup Hub Promotion Project (hereinafter "this project")" conducted by the Cabinet Office and the Okinawa General Bureau.
Every WiLL applied for this project with the aim of solving multiple social issues in Okinawa, following achievements such as winning the "Grand Prize" at the final screening of the public-private co-creation acceleration program "Social X Acceleration for OKINAWA 2025" held in January this year, leading to this selection.
Through this project, Every WiLL will demonstrate and deploy its "multi-win" service "Toriiku" in Okinawa, which contributes to solving six social issues (logistics crisis, regional revitalization, idle real estate, resident safety, decarbonization contribution, and traffic issues).

■ Connection between the demonstrated "Toriiku" and national policy
The "Comprehensive Logistics Policy Outline (2026-2030)," approved by the Cabinet on March 31, 2026, positions reducing the burden of last-mile delivery as one of the most important issues. It specifies the "development of regional pick-up points to support logistics" and sets a target of "increasing the utilization rate of non-face-to-face home delivery to 50%."
Through this selection, Every WiLL will practically deploy the "unmanned delivery spot: Toriiku" in Okinawa, a service that matches this national policy and is expected to become widespread in Japan. By deploying Toriiku, we will not only contribute to reducing the logistics burden in Okinawa but also simultaneously contribute to solving multiple social issues, such as the effective use of unused spaces and the revitalization of local communities.
■ What is Toriiku? — A "1.5 tsubo" space in town becomes logistics infrastructure
"Toriiku" is an unmanned delivery spot that can be deployed/installed in small, unused spaces (from 1.5 tsubo, or approx. 5 sqm) in stations, commercial facilities, and public facilities that are too small to be leased as tenant spaces.
It is the first service of its kind in Japan, developed as a subsidized project operator for the Ministry of Land, Infrastructure, Transport and Tourism's "Project for Promoting Diverse Pick-up Methods (Reiwa 7 - 2025)."
The mechanism is a 3-step process:
1. Delivery drivers deliver multiple packages to Toriiku at once.
(Significant operational efficiency through consolidated delivery & elimination of redelivery)
2. Users go to Toriiku at their preferred time and pick up their packages without face-to-face contact.
(Freedom from waiting at home, redelivery hassles, and anxieties like home-delivery theft or revealing one's absence)
3. Earn electronic points every time a package is picked up at Toriiku.
(An industry-first, patent-pending innovative feature. Kindness to drivers becomes profitable with points.)
Equipped with constantly operating AI cameras and an identity verification system, there have been zero accumulated irregular incidents such as package theft.
By installing Toriiku in small, unused spaces, it can increase foot traffic to the location, contributing to increased customer attraction and net sales.
For the usefulness and track record of "Toriiku," please see below. Toriiku is a "multi-win x next-generation infrastructure" that brings benefits to many stakeholders, including residents, stores, logistics operators, and local governments.
Unused space becomes infrastructure that saves the logistics crisis. Demonstrating the public nature & usefulness of "regional pick-up points supporting logistics" with the Ministry of Land, Infrastructure, Transport and Tourism.
