'EMC GLOBAL' started as the name of a global entrepreneur development project conducted when Musashino University's Entrepreneurship Faculty—the only faculty in Japan specialized in entrepreneurship—was selected for the Tokyo Metropolitan Government's 'FY2023 University Startup Creation Support Project.' During the adoption period, it achieved results such as planning multiple pitch tours aimed at exchanging global talent with India, the Philippines, Singapore, and Indonesia. To continue these efforts after the project concludes at the end of March 2025, a general incorporated association was established to commence operations.

In September 2025, it was also selected for 'TOKYO SUTEAM,' a startup support project promoted by the Tokyo Metropolitan Government, and has begun fostering global entrepreneurs in earnest.

Tsubuki, who assumes the role of the new representative, originally hails from the electronics manufacturer Matsushita Electric Industrial Co., Ltd. (currently Panasonic Corporation) and has experience being stationed in Indonesia for overseas sales. He also possesses abundant business experience and deep knowledge in the Asian region, having been involved in launching businesses in Hong Kong and establishing a university in Cambodia. He currently serves as the head of the department at Musashino University's Entrepreneurship Faculty.
