Expansion of Acceptance: The number of foreign workers in Japan has reached a record high of 2.57 million, an increase of approximately 270,000 (11.7%) from the previous year (Source: Ministry of Health, Labour and Welfare "Report on the Status of Notification of Foreign Employment" as of the end of October 2025 / published January 2026). Among these, "Status of Residence for Professional and Technical Fields," which includes categories like Engineer/Specialist in Humanities/International Services, accounts for over 860,000, showing a significant increase of 20.4% year-on-year. As the number of accepting companies grows, so does the workload of reviewing application documents.
Stricter Residence Management: The number of cancellations of status of residence has reached a record high of 1,446 cases, an increase of 22.1% from the previous year (Source: Immigration Services Agency of Japan "Regarding the Number of Status of Residence Cancellations in 2025" published March 2026). Consequently, the accuracy of document verification at the application stage is more critical than ever for accepting parties.
Maturation of AI Technology: AI is reaching a level where it can support tasks that have traditionally relied on human labor, such as document matching and consistency checks.
However, the review of application documents still largely relies on manual inspection. Staff may spend several hours per case, comparing numerous documents one by one.
Many forgeries are created by altering only a small part of an authentic document, and even experienced staff can overlook minor inconsistencies that arise between documents. Indeed, the Immigration Services Agency of Japan has published cases where individuals received permission to renew their period of stay with applications containing falsified work histories, and cases where Certificates of Eligibility (COE) were issued for applications listing non-existent companies as employers.
Furthermore, inflated bank balances, falsified academic qualifications, and discrepancies in identification documents can lead to serious consequences, including application rejection or damage to the accepting party's credibility, even from a single oversight. Structural challenges remain, such as the burden on staff, the personalization of judgment, and the need to counter increasingly sophisticated forgery methods.
Service Overview
"Embloom" compares multiple documents to identify inconsistencies and discrepancies, alerts to potential forgery, and prepares them for submission. It is a verification tool that uses AI to support the review process that has traditionally been done manually. The system provides insights in the form of "recommendations for review," and the AI does not make definitive judgments.
The final decision will continue to be made by the staff. Embloom handles the preliminary review tasks. By reducing the burden on staff and standardizing the criteria for review to prevent variations in judgment among individuals, the service aims to achieve both operational standardization and stable review quality. Additionally, it is developed with a design philosophy that prevents the handling of personal information from being exposed externally.
