The Japan Drone Business Support Association (DBA, Okayama City, Okayama Prefecture) will hold its "3rd Drone Business Study Group" on Tuesday, April 14, 2026, in a hybrid format at Japan's only permanent flying car exhibition hall, the "Kurashiki Flying Car Exhibition Hall" (Kurashiki City, Okayama Prefecture), and via Zoom.
This study group positions national drone qualifications as the "first floor" and specialized skills for achieving results in business as the "second floor." It is a place to systematically learn practical knowledge such as cost estimation methods, analysis of violation cases, and risk management for out-of-sight flights. From a venue at the forefront of next-generation air mobility, cutting-edge knowledge will be disseminated to pilots nationwide.
(*) According to DBA research, this is the only permanent exhibition hall in Japan for actual flying cars.
Please note that the event time has changed from the previous session.

■ Not a "normal study group" - Cutting-edge knowledge from a cutting-edge hub
The venue for this study group is the "Kurashiki Flying Car Exhibition Hall," the only facility in Japan with a permanent exhibition of actual flying cars (eVTOLs). From this hub, operated by the General Incorporated Association MASC, which promotes the development and demonstration of next-generation air mobility, the latest information on the drone business is being disseminated.
The content learned also delves into practical areas not covered in general drone schools. Compliance learned from cases of violations, appropriate cost estimation for each task, and route design for out-of-sight flights - all are outside the scope of national examinations but are indispensable knowledge in the business field.
DBA advocates an educational philosophy of "first floor and second floor." National qualifications are merely the "first floor," the foundation of the building, and what determines a pilot's market value are specialized skills and practical knowledge specific to each task - that is, the "second floor." This study group is designed as a program to systematically build up this "second floor" with two themes each month.

■ 3rd Session (April) Learning Themes
[Part 1] 15:00-16:00 (Open to the public)
Theme ①: Legal Amendment Information - Revisions to the Act on Prohibition of Flights of Small Unmanned Aircraft, etc. and Changes to National Qualifications
We will organize the successive regulatory changes in 2026. We will explain from a practical perspective the expansion of no-fly zones under the Act on Prohibition of Flights of Small Unmanned Aircraft, etc. (change to 1km range) and changes to the national qualification system after June. We will specifically convey "what has changed and what preparations should be made."
Theme ②: Spring Aerial Photography Techniques - Precautions for Smartphone Monitors and On-site Countermeasures
Are you using your smartphone as a monitor for aerial photography on site? There are several pitfalls. We will explain the safety management and equipment selection considerations practiced by professionals, such as out-of-sight flight risks, color reproducibility issues, and video loss due to notification interruptions.
[Part 2] 14:00-15:00 (Members only)
Theme ③: Prepare now for summer spraying operations
We will organize what should be started immediately at a practical level from three perspectives: spraying agency, aircraft sales, and heat shielding/shading agent spraying as a countermeasure against intense heat.
Theme ④: Cost Estimation - Method of Calculating Expenses
We will explain cost estimation design to solve the problem of "under-receiving" for drone operations. Learn the calculation logic for personnel costs, equipment costs, insurance, transportation costs, and miscellaneous expenses, and the concept of appropriate pricing for each task.
■ Three unique features not found in other drone study groups
1. Dissemination from the forefront of next-generation air mobility
The venue is the only permanent facility in Japan exhibiting actual flying cars. It is an environment where you can access the latest information on next-generation mobility, including not only drones but also eVTOLs and air logistics.
2. "Second floor" practical skills not learned in national qualifications
Specializes in practical skills that are not covered in exam preparation but determine the success or failure of a business, such as cost estimation, violation case analysis, risk management, and route design.
3. Nationwide participation × two-part staged design
The event consists of two parts: Part 1 is open to the public, and Part 2 is for members only. Online participation via Zoom is also supported, providing an environment where anyone nationwide can learn in stages.
