From "One Facility's Initiative" to "Industry's Educational Infrastructure" for Drone Site First Aid: Establishment of the "DEC Instructor Qualification System." Granting of DEC Hosting Rights to Drone Schools Nationwide Begins.

Daiya Service Co., Ltd. has launched the "DEC Instructor Qualification System" to expand its drone first aid program, DEC (Drone Operations Emergency Care), beyond its own facility. This system allows qualified instructors from other drone schools to offer DEC training, aiming to establish it as an industry-wide educational infrastructure. The initiative addresses the lack of practical first aid training in drone operator education despite legal obligations for accident response.

Daiya Service Co., Ltd. (Headquarters: Chiba City, Chiba Prefecture, Representative Director: Tomosuke Toide) has established the "DEC Instructor Qualification System" to enable other drone schools to host DEC at their own schools. DEC (Drone Operations Emergency Care) is a site-specific first aid program that supports the safe operation and safety management systems of drones. Instructors who obtain this qualification can offer DEC to trainees for a fee using the DEC name and logo.

The requirements for obtaining the DEC Instructor qualification include completing a 3-day specialized program, along with clear criteria of scoring 90 points or higher on the written exam and passing all evaluation items in the practical exam. Furthermore, the first session after obtaining the qualification will be supervised by our company's instructors, and the qualification is maintained through an annual skill check. The purpose of this system is to expand the providers of training while ensuring the quality of DEC.

Nobel Co., Ltd. (Hita City, Oita Prefecture), with whom we have a partnership agreement for a society based on unmanned aerial vehicles and next-generation mobility, has decided to introduce DEC as an official menu item at their own school. In addition, preparations are underway at other drone schools to make it an official menu item, and this initiative is already in the concrete development stage.

Representative Director Comment (Excerpt) *Full text in Chapter 5*

"Since announcing this concept in 2022, there was a period where we intentionally did not establish an instructor qualification system, due to concerns about being seen as a 'business of selling qualifications.' After careful consideration over time, we arrived at the realization that DEC would not spread without a system, and simultaneously found the answer for designing a system that guarantees quality. The establishment of this system is the result of that." Representative Director, Tomosuke Toide

1. Background: While there is a duty to provide first aid for safe drone operation, there is no system for learning it.

Article 132-90 of the Civil Aeronautics Act obligates drone operators to provide rescue measures in the event of an accident. Violations are subject to penalties. On the other hand, the curriculum for registered training institutions (national qualification acquisition courses) stipulated by the Ministry of Land, Infrastructure, Transport and Tourism does not include a provision mandating practical first aid training.

"There is a duty to provide rescue, but no system to learn it." This is the reality of drone operations.

Comparison with Automobile Regulations (for reference)

Item

Automobile (Road Traffic Act)

Drone (Civil Aeronautics Act)

Duty to provide first aid in case of accident

Explicitly stated (Article 72)

Explicitly stated (Article 132-90)

First aid education during qualification acquisition

Practical training is mandatory (Enforcement Regulations of the Road Traffic Act)

No mandatory provision for practical training

When our company's representative spoke at the Chiba City Drone Industry Seminar, he asked approximately 180 attendees if they could perform hemostasis; only a few raised their hands. Many of them were our DEC trainees. Even with a national drone license, few people can act effectively at the scene of an accident. We believe this is not an issue of individual awareness but a systemic and educational problem. To seriously address this contradiction, we have been vigorously promoting DEC.

2. Overview of the DEC Instructor Qualification System

Instructors from drone schools who obtain this qualification can offer DEC Intro (2-hour introductory course) and DEC Main Course (7.5 hours, leading to a certificate) for a fee, using the DEC name and logo.

Day 2: Mock training (with assistance)
Day 3: Mock training (full session) + Written and practical exams

Passing Criteria

90 points or higher on the written exam + "Pass" on all evaluation items in the practical exam.
A qualification certificate will be issued to those who meet both criteria.

3. What is DEC: A Drone First Aid Program Supporting Safe Operations

DEC is a program to learn initial response for trauma, cardiac arrest, burns, and environmental hazards that may occur at drone operation sites, until emergency services take over. Seven years have passed since development began, and the curriculum was renewed in March 2026.

Main Course

7.5 hours / ¥29,700 (tax included). Three pillars: BLS (Basic Life Support), trauma care, and transport/handover.
14 chapters in total.

Introductory Course

DEC Intro: 2 hours / ¥11,000 (tax included). First held on April 15, 2026.

Completion Certificate

DEC Crew Certificate issued (valid for 2 years).

Difference from Fire Department Training

Systematically learn items not covered in advanced first aid training by the fire department, such as tourniquet application, splinting, battery fire response, and MIST (handover to emergency services).

Curriculum Supervision

Ryo Suzuki (Former Chiba City Fire Department, Special Rescue Team, International Fire Rescue Force. 8 years of experience in fire fighting, emergency medical services, and rescue)

Yoko Iwai (Registered Nurse (30 years of experience))

Additionally, we have received supervision from emergency medical technicians and several safety personnel (flight attendants).

Expert Recommendation

Dr. Kazunori Takeda
(Director, Takeda Eye Clinic. Recommendation based on clinical experience with eye trauma from industrial drones)

Design Policy

The consistent design goal from the beginning has been "to enable individuals who are not medical professionals to act according to procedures." This is why we have received supervision from not only emergency medical technicians and nurses but also flight attendants. In emergencies, it is drone operators, not doctors or nurses, who are present at the scene.

Renewal Training

Two courses: Online (¥7,700 tax included) and In-person Re-attendance (from ¥19,800 tax included).

⚠ This subsidy (Business Expansion and Reskilling Support Course) is a limited-time program scheduled to end at the end of fiscal year 2026 (2026). Application requires submitting a plan notification to the relevant prefectural labor bureau one month before the training start date. Eligibility depends on the business content and application details, so prior confirmation with the relevant office is recommended.

5. Representative Director's Comment

"It is difficult for drone operators who have never learned first aid to act appropriately at the scene of an accident. DEC has been addressing this reality since 2019. This March marked its seventh year.

In 2022, we announced the concept of expanding to other schools via a press release and continued to approach schools individually. However, at that time, we intentionally did not have an instructor qualification system in place, due to concerns about being seen as a 'business of selling qualifications.'

However, after careful consideration over time, we decided to face the reality that DEC would not spread without a system. At the same time, we found the answer to avoid it becoming just a 'qualification business.' We decided to document all examination standards, instruction manuals, and quality control procedures, and to establish a system that guarantees a certain standard, rather than merely lending the name. Although it requires effort, we determined it was the only way.

The criteria of a 3-day specialized program, 90 points or higher on the written exam, passing all items on the practical exam, initial supervision, and annual skill checks will not be lowered. As the name DEC directly translates to trust in the field, quality assurance is the top priority.
