In condominiums over 40 years old, over half of households have a head of household aged 70 or older (*1), indicating the progression of the so-called "dual aging" of both the buildings and their residents. Under these circumstances, challenges such as difficulties in consensus building, a shortage of condominium association officers, and insufficient repair reserve funds have become apparent.

Furthermore, while many condominiums built during the period of high economic growth are reaching their reconstruction phase, cases of actual reconstruction have been limited due to the difficulty in reaching consensus. Against this backdrop, the condominium-related laws were revised in April 2026.
