[Cyber Lynx] Japan Home Health Equipment Association Adopts CloudCerts® for Secure Completion Certificates for "Basic Training" and "Continuous Training"

1. Background for Introducing "CloudCerts®"

Sellers of "Controlled Medical Devices" that greatly impact human life, such as artificial cardiopulmonary bypass devices, are required by the PMD Act to have a manager who has completed "Basic Training" at each business location. Furthermore, in the medical industry, to maintain up-to-date knowledge as a business location manager due to revisions of the PMD Act and changes in regulations and quality control rules for medical devices, the enforcement regulations of the same act mandate annual attendance of "Continuous Training."

HAPI, the implementing body for "Basic Training" and "Continuous Training," was considering digitalization of completion certificates to complete the entire process from application to issuance of certificates online, in response to a notification from the Ministry of Health, Labour and Welfare (*). Our "CloudCerts®" was adopted because it was recognized for its ability to issue secure digital certificates with mechanisms to prevent impersonation and forgery, in addition to digitalizing completion certificates.

Individuals holding completion certificates issued by CloudCerts® can view their certificates from a browser without using a dedicated app, allowing them to present and carry secure, tamper-proof certificates from their smartphones or PCs anytime.

2. Realizing Efficiency for All Stakeholders with Digital Completion Certificates

HAPI has previously issued certificates in paper and PDF formats. However, paper certificates faced challenges of increased costs due to the workload of enclosing and mailing, as well as rising printing and postage costs in recent years. For recipients, the time taken to receive the certificate was also an issue. For PDF certificates, to verify the authenticity of the presented certificate, administrative agencies would call HAPI to inquire, and HAPI would cross-reference with recipient data, making it difficult to guarantee the originality of the certificate itself, thus burdening both the certificate issuer and administrative窓口.

With the introduction of CloudCerts®, the originality equivalent to traditional paper certificates can now be proven digitally. Furthermore, by providing completion certificates speedily, improved convenience for recipients and their affiliated companies is expected. The authenticity of the certificates can also be easily verified paperlessly through blockchain technology.

Issuance of completion certificates via CloudCerts® began with the Basic Training and Continuous Training conducted in April 2026. As of June, approximately 6,000 digital completion certificates have been issued, with over 20,000 expected to be issued annually.

3. About CloudCerts®

"CloudCerts®" encrypts all types of certificates, such as academic transcripts, certification certificates, and product warranties, and records them on the blockchain to issue tamper-proof digital certificates. This contributes to cost reduction and improved efficiency by reducing paper certificates, and also contributes to the achievement of the Sustainable Development Goals (SDGs) through paperless operations.
