Cloud Support Inc. (Headquarters: Hiroshima City, Hiroshima Prefecture; CEO: Shogo Kanbara), which operates "Local Hub," a platform supporting collaboration between local governments and businesses, announced that it will strengthen the systematic posting and visualization of local government collaboration cases on Local Hub.

Local Hub website: https://localhub.jp/

Background: "Reproducibility" was the challenge

While public-private partnership initiatives are expanding across local governments in Japan, practical-level information such as "how did other municipalities proceed?" or "where did they stumble?" has hardly been shared.

Only outcomes are discussed; the process remains invisible. Success stories spread, but failures and stagnation are buried.

As a result, municipalities repeatedly hit the same walls in similar ways.

To change this situation, Local Hub is working to expand its "case database." It will accumulate not only success stories but also real records including internal coordination hurdles, budget struggles, and lessons learned from failures, systematizing them as practical information that local governments nationwide can refer to.

Details of the case database enhancement

Examples of information to be published:

Going beyond mere project outlines and results, the database will include information useful for practical public-private collaboration.

- Starting point of awareness (why the initiative was started) - How internal coordination was carried out (who was involved and how) - How budget was secured (financial ingenuity) - Reason for selecting the company (what kind of company to partner with) - Hurdles and how they were overcome (stumbling points and countermeasures) - Success stories / failure or stagnation stories (anonymous posting possible)

Method of posting:

Each local government only needs to fill in a common-format interview sheet, and Cloud Support's staff will complete the article. The decision on whether to publish and the scope of anonymity will be agreed upon in advance.

Local government profile pages that show characteristics

In addition, profile pages for each local government will be expanded. As an information base for companies to understand the characteristics of local governments and make accurate proposals, the following information will be developed:

- Summary of the local government/department's initiatives (within 300 characters) - A message to private organizations (within 200 characters) - How to proceed with collaboration and desired conditions (selection type) - Stance and characteristics regarding collaboration (selection type) - Collaboration cases, business fields, and related keywords

This will enable companies to grasp at a glance "which local government, what attitude, and what they are looking for."

The world the case database aims for

Local Hub's case database aims to become a "reference book for public-private collaboration" for local government officials nationwide.

A place where they can quickly look up when they wonder "How did that municipality proceed?"

A place where knowledge is accumulated and passed down even when personnel change. That is Local Hub's case database.

Local Hub's track record so far

Local Hub has been conducting demonstrations in local governments nationwide since 2023, and in November 2025, it shifted to the official operation phase as the "Local Hub Model."

- Average meeting setting rate: 58% - Commercialization rate: 38% (when considering the Local Hub Model: meeting to commercialization 32.34%) - Number of registered companies: 25,000 (including over 1,000 companies actively engaged in public-private collaboration) - Number of registered local governments: 127 (as of May 2026) - Target for FY2026: 300 participating local governments

Recruiting local governments to participate in case posting

Currently, Local Hub is widely recruiting local governments to cooperate in posting cases. After filling in the interview sheet, Cloud Support will handle the article creation. Please feel free to contact us.

What is Local Hub?

Local Hub is a public-private co-creation platform where local government officials can post their issues to the outside on a "consultation basis" and seek solutions together with companies, universities, and organizations.

As of October 2025, there are 25,000 registered companies and 120 registered local governments. Municipalities that have used it have achieved high results with an average meeting rate of 58% and commercialization rate of 38%.

The biggest feature of Local Hub is that [local governments can use all functions completely free of charge].

Even with budget constraints, it provides an environment where all functions such as registration, project publication, messaging with companies, and document sharing can be used without restrictions. Local Hub offers:

- Easy navigation function to create local issues/projects - Reverse matching function to receive "interested" signals from companies - Matching function to contact companies

Through these, it is equipped with a mechanism to self-drive "dialogue-type co-creation." Cloud Support will continue to support the practice of public-private co-creation that each staff member can start small, with the keyword "essential public-private co-creation."

<Features of the Local Hub Model>

- Issue-oriented design: Visualize real issues faced by local governments and share with companies - Business-compatible: Companies design proposals that work as businesses, not just social contributions - Start small and grow: Validate and expand with a small start without relying on large budgets or systems

This mechanism realizes "win-win public-private collaboration" where "companies solve local government issues and return the results to the local economy."

We have also standardized the process to some extent, making it easier to implement. For details, please contact us.
