Cree.co.jp, Inc. (C&R Inc.) will hold a free online seminar on Friday, July 17, targeting regional companies, local government officials, content creators, and representatives of content companies interested in regional revitalization utilizing art and content. The seminar is titled "Independent Director Mio Sugiura Interviews: Art, Content, and Regional Revitalization Series Vol. 24: The 'Edutainment' Business in an Era of Declining Birthrates ~Creating Potential to Connect Regional Producers Nationwide~."

Recently, regional revitalization measures utilizing cultural policy and content have been gaining attention in regions and municipalities across the country. However, many may be struggling with issues such as "difficulty in explaining the results of cultural policy" or "a significant gap in knowledge and understanding among promoting local government officials and residents." C&R Inc. holds a seminar series targeting local government officials who are new to cultural policy and creators/companies struggling with how to propose content to local governments. In this series, independent director Mio Sugiura will invite diverse guests active on the front lines of arts and culture to explore the planning, implementation, and evaluation of cultural policies, considering their effects on regional revitalization and their relationship with local governments.

This time, we will welcome Kazuhiro Kobayashi, Representative Director of Kids Project Inc., which provides "edutainment (learning through fun)" and "gamification (applying game-like elements to non-game fields)" experiences to children, both digital and analog, as our guest. We will hear about initiatives that connect regional producers nationwide with edutainment. We will consider the "edutainment" business in an era of declining birthrates through initiatives that involve planners, programmers, designers, and directors with experience in developing entertainment content, working as a team to create content for children and families and plan events together with "regional producers" across the country, leveraging mechanisms and technologies that excite children. We encourage all interested parties to participate.

Mio Sugiura Independent Director Graduated from the Department of Arts, Faculty of Fine Arts, Tokyo University of the Arts, and completed a Master of Arts in Creative City Research at Osaka City University. Served as Chief Researcher at Sanwa Research Institute Corporation (now Mitsubishi UFJ Research and Consulting Co., Ltd.), worked for NPOs supporting the content industry, and then served as Program Director for the Okinawa Arts Council until March 2016. Upon the establishment of Arts Council Niigata, he assumed the position of Program Director and retired in March 2023. He has been involved in the establishment and operation of arts councils nationwide and specializes in cultural and arts policy, as well as general local government policy, including cultural industries in urban and regional areas.

Kazuhiro Kobayashi Representative Director, Kids Project Inc. Director, TECTEC Inc., Director, Engines Inc. Born in Tokyo in 1983, raised in Nara Prefecture, and currently resides in Tokyo. With the support of his sports-oriented parents, he pursued soccer, swimming, kendo, and skiing from a young age. He won the national tournament in soft tennis in his first year of university, a sport he started in junior high school. After joining the workforce, he worked in human resources, public relations, development, and sales at a food manufacturer. He gained experience as the head of nationwide sales. In 2013, he joined Engines Inc. and served as a planner and director for game and entertainment content. Starting in 2016, he launched the children's business "Kipproject," which he had planned in college, as an in-house venture of the company. In February 2020, he incorporated Kids Project and became its Representative Director. With the keyword "Make difficult things easy, and fun things even more fun," he develops various analog and digital services with his unique colleagues. He is also the Chairman of the Promotion Committee of the Osaka Digital Content Business Creation Council and a Director of the General Incorporated Association Digital Human Resource Co-creation Alliance. He holds certifications as a Child Counselor, Child Coaching Advisor, and Family Therapy Counselor.
