Recently, cultural policies and regional revitalization measures utilizing content have been attracting attention across Japan. However, many people face challenges such as "difficulty explaining the outcomes of cultural policies" or "large gaps in knowledge and understanding among promoting local government officials and local people." C&R is holding this seminar series for local government officials newly engaging in cultural policy and creators/companies struggling with how to propose content to local governments. In this series, independent director Mikio Sugiura invites diverse guests active on the front lines of art and culture, unraveling the planning, implementation, and evaluation of cultural policies based on regional revitalization effects and relationships with administration.
This time, the guest is Eisuke Sugizaki, director of Yokohama Civic Gallery Azamino, who has long been active in regional arts councils and cultural facilities. We will hear about creative ways to gradually increase what can be done within existing spaces, budgets, and people. "Can do" here refers to the latent potential of cultural facilities, where realizing others leads to self-realization, which in turn leads to the social value of cultural facilities. Those interested are welcome to join.

Graduated from Tokyo University of the Arts, Faculty of Fine Arts, Department of Art History. Completed graduate school at Osaka City University, Graduate School of Creative Cities (Master of Arts). Worked as a senior researcher at Sanwa Research Institute (now Mitsubishi UFJ Research & Consulting Co., Ltd.), then at an NPO supporting the content industry, and served as Program Director of the Okinawa Arts Council until March 2016. Upon establishment of the Niigata Arts Council, became Program Director, retiring in March 2023. Involved in the establishment and operation of arts councils nationwide, specializing in cultural and arts policies as well as local autonomy policies including cultural industries in cities and regions.

Director, Yokohama Civic Gallery Azamino
Joined the Yokohama Arts Foundation (public interest incorporated foundation) in 1999, handling cultural facilities and festivals. In 2007, as part of Yokohama's creative city policy, launched and was in charge of "Arts Commission Yokohama (ACY)," later considered one of the regional arts councils. Promoted community interaction through art and culture via grant program design, utilization plans for vacant properties, and networking connecting people and places. Since 2024, has been director of "Yokohama Civic Gallery Azamino," managed by the foundation. The gallery is located in a residential area of Aoba Ward, Yokohama (population approx. 300,000), and is active in a wide range of fields including exhibitions of contemporary art and photography, workshops for children and seniors, community collaboration, and social inclusion initiatives.
