Crassone Inc. (Headquarters: Nagoya City, Aichi Prefecture; CEO: Teppei Kawaguchi; hereinafter referred to as "the Company"), which operates the demolition DX platform "Crassone," has concluded an agreement with Sumida City, Tokyo (hereinafter referred to as "Sumida City") regarding measures against vacant houses. As a countermeasure to the nationwide social issue of vacant houses, this partnership aims to create a safe and secure city by promoting the demolition of vacant houses in Sumida City. With this agreement, the Company's collaboration record in Tokyo has reached three municipalities, and its nationwide collaboration record has surpassed 200 local governments (including administratively managed organizations). Furthermore, the national population coverage rate has reached 22.2% (※1).
Background of the Agreement
In recent years, the increase in vacant houses has become a significant social issue. According to the "2023 Housing and Land Survey" (※2) announced by the Ministry of Internal Affairs and Communications, the number of vacant houses nationwide has reached 9 million, and the vacant house rate is 13.8%, both at record high levels. In Tokyo, the number of vacant houses is 896,500, an increase of 86,600 compared to five years ago.
Sumida City is implementing vacant house measures to ensure the safety and security of its residents, aiming to reduce dangerous vacant houses (and their potential precursors) that negatively impact their surroundings, and to utilize quality vacant houses as effective resources for regional revitalization. The city has set two directions: "enhancement of preventive measures" targeting properties in early stages, including those currently occupied, and "steady promotion of measures for dilapidated houses" targeting properties that have become old and dangerous, thereby advancing measures according to the building's condition.
The Company operates "Crassone," a service that matches over 2,300 specialized construction companies nationwide with property owners in the demolition construction sector, with over 160,000 cumulative user cases (※3) to date. Additionally, its public-private partnership project for vacant house measures, utilizing the "Demolition Cost Simulator" and "Home End-of-Life Navigator," has been adopted for three consecutive years from FY2021 to FY2023 by the Ministry of Land, Infrastructure, Transport and Tourism's "Model Project for Vacant House Measures Utilizing the Housing Market." Currently, the Company is promoting vacant house measures through public-private partnerships with 200 local governments nationwide (excluding Sumida City).
This agreement was concluded with the aim of implementing preventive vacant house measures, such as raising awareness among vacant house owners and establishing consultation services, to curb the occurrence and deterioration of vacant houses in Sumida City and promote their proper management and effective utilization. Through these efforts, the Company aims to solve vacant house issues and, by leveraging IT technologies and data, including its "Demolition Cost Simulator," encourage vacant house owners to make decisions regarding demolition, promoting voluntary solutions and active utilization of subsidy programs.
Main Initiatives Based on the Agreement
・Introducing the "Demolition Cost Simulator," which provides estimated demolition costs to vacant house owners (URL: https://www.crassone.jp/simulator/tokyo/sumidaku)
・Utilizing the "Vacant House Value Assessment Sheet," which can issue a report summarizing management costs, demolition costs, and land sale appraisal prices based on vacant house building information.

"Our company holds the vision of 'fostering a culture of urban regeneration' and aims to realize prosperous lives for many people through demolition work. In the course of our business, we have felt the growing severity of the vacant house problem. We believe that collaboration between local governments and private businesses is crucial for solving vacant house issues. We are very pleased to have concluded this partnership agreement with Sumida City, the first in Tokyo's 23 wards, and to be able to work together on vacant house measures. We believe there are many residents in the ward who not only own vacant houses but also have the potential to own them in the future. We will do our utmost to ensure that all residents can proceed with their home closure with peace of mind."
What is the "Demolition Cost Simulator"?
This service allows users to understand the market price of demolition costs from a remote location by answering 10 questions on a smartphone or computer. It calculates estimated costs based on over 130,000 past quotation data and can be used without registering personal information.
What is the "Vacant House Value Assessment Sheet"?
The "Vacant House Value Assessment Sheet" is a report that summarizes the estimated costs of leaving a vacant house unattended, demolition costs for disposing of a vacant house, and land sale appraisal prices, based on information such as the structure and land area of the target vacant house. By providing owners with information on vacant house maintenance/disposal costs, it supports the consideration of appropriate management or disposal of vacant houses and promotes the resolution of poorly managed vacant houses. It also contributes to reducing the workload of local government staff in creating documents for vacant house owner awareness.
