WiseVine Inc. (Matsuyama City, Ehime Prefecture; President and CEO: Shosei Yoshimoto, hereinafter "the company") and Tobe Town, Ehime Prefecture (Mayor: Takahiro Furuya) have jointly conducted a pilot experiment for approximately seven months starting August 2025, based on a partnership agreement signed in July 2025. The experiment aimed to improve budget preparation and administrative evaluation processes and promote digital transformation (DX). The pilot has now concluded, and we report on the achievements in reducing staff burden, improving administrative accuracy, optimizing funding acquisition, and future outlook.

Currently, the company is offering free trials to over 200 municipalities nationwide. Building on the insights gained from this pilot, we will continue enhancing our services to further advance budgeting, administrative evaluation, and funding optimization for local governments.

Overview of the Pilot Experiment

This pilot experiment evaluated the following two functions of "WiseVine BnS Project Planning + AI," a generative AI service specifically designed for municipal project planning, budgeting, and administrative evaluation:

Review AI Function:

Instantly identifies differences between current and historical budget data, automatically detecting human errors such as incorrect unit prices or measurement units.

Special Allocation Tax and Funding Matching Function:

AI proposes optimal funding sources based on project content, helping prevent missed applications.

Key Results from the Pilot Experiment

1. Efficiency and Accuracy Improvements

Significant Efficiency Gains in Review Tasks (Approximately 20 Hours Saved Per Week)

Tobe Town employs a full-review system, requiring staff to manually compare every budget request with data from the past two years—a significant burden. In this pilot, AI instantly generated comparisons with previous budget requests, allowing staff to begin reviews with prior knowledge of discrepancies, greatly streamlining operations.

The time-saving effect from using Review AI amounted to approximately 20 hours per week (estimated based on roughly 2 hours per day × 5 days × 2 staff members).

Improved Accuracy Through Automatic Error Detection

AI instantly detected simple but easily overlooked errors such as incorrect pricing or unit misinterpretations. This significantly contributed to maintaining high accuracy in administrative tasks where precision is critical.

Reduction of Missed Special Allocation Tax Applications

By using the Special Allocation Tax and Funding Matching function, AI successfully identified eligible funding sources, demonstrating potential to reduce missed applications.

2. Ease of Implementation and Operation

No Prompt Creation Required

Users can easily access desired information without writing instructions or prompts for the AI.

No Special Preparation Needed

The service can be used immediately by simply uploading CSV files exported from existing financial accounting systems.

No System Modifications Required

The solution can be used without modifying or replacing existing systems.

Comments from Municipal Officials

Yuki Yamamoto, Section Chief, Finance Division, Finance Department, Tobe Town, Ehime Prefecture

"The use of Review AI confirmed a reduction of approximately 20 hours per week in review tasks during the budget preparation period.

In this pilot, AI instantly output differences from previous requests, allowing us to begin review work with prior awareness of discrepancies. This enabled more efficient operations compared to before, significantly reducing staff workload and burden."

Future Outlook

<Review AI Function>

Establishing a Pre-Review Check System Across Departments (Originating Divisions)

We believe there is potential to improve the accuracy of budget requests by enriching the data fed into AI and enabling each department (originating divisions) to use Review AI before submitting their budget proposals.

Efficient Operations with AI Integration as a Foundation

We aim to share budget request timing and policies across the entire administration with AI utilization as a given, advancing organizational-wide efficiency and sophistication in budget preparation.

<Special Allocation Tax and Funding Matching Function>

Enhancing Funding Awareness Across Departments

We expect departments submitting budget requests to become more conscious of funding sources than ever before.

Integration of New Funding Information

We plan to link new funding information into the WiseVine system, providing a mechanism to facilitate and enhance the planning of future new projects.
