WiseVine Co., Ltd. (Matsuyama City, Ehime Prefecture; Representative Director and President: Shoi Yoshimoto; hereinafter "the Company") has been awarded the "Nagano Prefecture, Niigata Prefecture, and Saku City Comprehensive Budget Management System Construction Project" (hereinafter "this Project"). This Project will be implemented through joint procurement by multiple local governments, and a portion of the implementation costs is planned to be covered by the Ministry of Internal Affairs and Communications' Digital Transformation Promotion Bonds.
The start of full operation is scheduled for October 1, 2027.
Background and Purpose of this Project
Nagano Prefecture, Niigata Prefecture, and Saku City (hereinafter "the two prefectures and one city") aim to address issues such as the aging of existing systems, concerns about the future viability of programming languages, and increasing maintenance costs. By adopting joint procurement, they seek to reduce financial burdens and maintain stable future operations. Concurrently, amidst initiatives for internal DX promotion and paperless operations, the project aims to streamline budget formulation tasks and related operations (such as comprehensive plan management, execution management, and project evaluation) and reduce the burden on staff.
Our Role
The Company will provide the budget formulation and management system "WiseVine Build & Scrap," which will centralize data across the entire organization, thereby streamlining budget formulation tasks and related operations (such as comprehensive plan management, execution management, and project evaluation) and reducing the burden on staff.

1. Achieve year-on-year comparison through ID management, improving assessment capabilities
・ Insufficient ID management of project cost data made it difficult to grasp the year-on-year trends of each project, hindering budget assessment.
・ Thoroughly implement ID management for project data within the system to centrally visualize project transitions over the years.
・ Enable assessments based on year-on-year comparisons, aiming to improve the accuracy of budget assessments.
2. Review dual Excel management, reducing errors
・ The persistence of manual tasks led to duplicate information management, making it difficult to allocate sufficient time to core tasks.
・ Thoroughly centralize data management and gradually transition away from paper and Excel-centric operations.
・ Reduce manual transcription and verification tasks, aiming for operational efficiency and error reduction.
3. Seamlessly connect budget to evaluation
・ The current operational structure makes it difficult to fully utilize the results of administrative evaluations for the next year's budget formulation, hindering the policy PDCA cycle.
・ Integrate budget formulation and policy project evaluation "solely within the Build & Scrap system" to link business processes.
・ Contribute to strengthening the administrative management PDCA cycle through data-driven policy planning and evaluation.
In addition to providing the value described in points 1-3 above, by utilizing structured data, we will also connect to new value creation in the future, such as advanced AI-driven analysis and insights.
Furthermore, the policy system tree function will visualize the relationship between KGI (Key Goal Indicators) for policies/measures and KPI (Key Performance Indicators) for projects in a tree structure, supporting the consideration and discussion of priority projects within local governments.
