Vacan, Inc. (Headquarters: Chuo-ku, Tokyo; CEO: Takanobu Kono), a company that provides services utilizing a platform that supports facilities and areas with the mission of "Gently connecting people and spaces with technology" by visualizing congestion with AI, has obtained the "Certificate of Efforts for Contribution to the Promotion of Agricultural, Mountainous, and Fishing Villages for FY2025" established by the Ministry of Agriculture, Forestry and Fisheries for its "Phase-Free Utilization of the Evacuation Shelter Management System and the 'tami tami' Community Exchange Promotion App" demonstratively implemented in Chino City, Nagano Prefecture.

■ About the Certificate of Efforts for Contribution to the Promotion of Agricultural, Mountainous, and Fishing Villages

The Ministry of Agriculture, Forestry and Fisheries operates the "Platform for the Creation of Economic and Living Environments in Agricultural, Mountainous, and Fishing Villages" as a place for public-private collaboration to solve regional issues and improve the economic and living environment through cooperation between companies, local governments, and related organizations in areas such as intermediate and mountainous regions with declining populations. The "Certificate of Efforts for Contribution to the Promotion of Agricultural, Mountainous, and Fishing Villages" is issued within this framework to companies and organizations that have conducted activities contributing to the promotion of these villages. This system was launched with the aim of solving problems and revitalizing these areas by utilizing the resources of various stakeholders, such as companies, amidst concerns about food supply instability and the loss of multifaceted functions due to depopulation and aging in agricultural, mountainous, and fishing villages.

■ The Initiative That Received the Certificate

The initiative for which Vacan was certified was demonstratively implemented in Chino City, Nagano Prefecture, from August to December 2025. As an "Initiative of a Regional Management Organization (Rural RMO) to Revitalize the Local Community," it addressed regional issues through both tangible/technological and direct/indirect contributions.

Specifically, in addition to verifying a mechanism to streamline reception and roster management at evacuation shelters during disasters, the project also worked to build connections among residents using a community exchange app. These are provided on a common platform, incorporating a "phase-free" concept where systems used in daily life can be seamlessly utilized during emergencies.
