This project aims to expand the base of human resources in the caregiving industry by promoting the use of spot work for individuals without prior experience or qualifications (unexperienced individuals, etc.). (*1) From August 2025 to January 2026, we verified the effectiveness of creating opportunities for unexperienced individuals to enter the field and addressing labor shortages, by leveraging the characteristics of spot work such as "one-day shifts, no resume or interview required," which lowers the psychological barrier to employment.

■ Creation of "New Touchpoints" with the Caregiving Industry and Inflow of Unexperienced Individuals; "Long-Term Hiring" Achieved Through Spot Work

53.4% (1 in 2) of workers matched in this project were unqualified and had no prior caregiving experience, successfully expanding the base of new human resources from outside the industry. Repeat engagement is also active after initial contact, with 83.3% of demonstration facilities accepting repeat workers. Repeat workers accounted for 50.1% of all work performed, indicating the creation of ongoing relationships beyond single shifts.
Furthermore, 12.5% of businesses hired workers long-term (*2). From the perspective of businesses, this allows for rapid hiring after assessing suitability, which cannot be determined through interviews alone, by directly observing their work performance on-site beforehand. Additionally, it was confirmed that individuals without qualifications or experience, lacking preconceived notions, can flexibly absorb the facility's methods, making them highly compatible with long-term hiring for facilities with established training policies.

Comments from workers after employment include, "I felt reassured working because there were videos and manuals prepared," and "I enjoyed interacting with the users." This suggests that individuals without qualifications or experience can engage in caregiving work without undue burden.

■ Inflow of Immediately Available Talent from Other Industries Through "Task-Based" Work Structuring


By classifying the tasks performed in spot work into four areas: "Ancillary tasks," "Technical support tasks," "Communication and monitoring," and "Specialized support," and visualizing tasks that are highly compatible with spot workers, we have enabled workers with experience in other industries such as hotel cleaning and restaurants to perform effectively as immediately available talent. Approximately 60% of the demonstration workers were from industries other than caregiving, and approximately 76% secured employment in the caregiving field through the Timee platform for the first time in this demonstration, achieving "labor mobility" from other fields and occupations.
■ Establishment of an "Acceptance and Training" Model to Reduce Burden on Existing Staff

Acceptance methods such as "Gradual Self-Reliance" using videos and paper manuals, "Adjacent/Parallel Support" working in pairs with staff, and "Adjustment Type" assigning tasks based on worker ability have been established, demonstrating smooth introduction from the first shift.
■ Focus on "Core Duties (Care)" for Existing Staff and Improvement of Service Quality

54.2% of businesses that introduced spot work responded that "existing employees could concentrate on their core duties." For example, by having spot workers handle tasks like bed making, full-time staff can focus on monitoring and care on the floor, which helps prevent accidents like falls due to blind spots and reduces the mental burden on staff.
