EN Co., Ltd. Through its recruitment support services, the company will publicly recruit candidates for the 'General Position' and 'Specialist Position.' Project Overview

In recent years, international conditions have changed dramatically due to rising geopolitical risks and global supply chain disruptions in energy, food, and other sectors. Amid these shifts, the Ministry of Foreign Affairs works to build relationships with countries worldwide and aims to achieve a peaceful and secure international society. Centered on the diplomatic and security basic vision 'Free and Open Indo-Pacific (*1),' the ministry is promoting cooperation with developing and emerging nations known as the Global South and strengthening supply chains, including those for critical minerals.

To conduct strategic diplomacy and protect national interests, and to contribute to maintaining and strengthening the international order while enhancing Japan's global presence, the ministry must further strengthen its organization. To this end, it is focusing on hiring individuals from the private sector. The ministry has previously welcomed talent from diverse backgrounds such as finance, manufacturing, media, consulting, and IT. To further expand this initiative, it will again widely recruit talent this year with EN's support.

Two positions are open for recruitment: 'General Position Equivalent (Assistant Section Chief / Section Chief level),' for candidates with broad professional experience expected to become future leaders, and 'Specialist Position Equivalent (Counselor level),' for professionals with deep expertise in specific countries, regions, or fields. Appointments will be made to either the Ministry's headquarters or one of its 234 overseas missions (embassies, consulates, etc.) in 156 countries worldwide, based on experience and aptitude (including domestic and international transfers and business trips).

Starting this year, not only for the General Position but also for the Specialist Position, applicants will not be required to take the National Public Service Examination (including written tests such as aptitude tests) administered by the Personnel Bureau. Instead, the Ministry of Foreign Affairs will conduct its own selection process, similar to those used by private companies, including essay assessments and interviews. This aims to attract talent with diverse professional backgrounds. EN will support recruitment through job platforms such as 'En Japan,' 'Ambi (AMBI),' and 'Middle no Ten-shoku,' providing end-to-end support from hiring through onboarding, integration, and long-term success. We welcome applications from individuals eager to apply their private-sector experience to the front lines of diplomacy.

Hiring Team Comment

The international environment surrounding Japan is changing at an unprecedented pace, and Japan's diplomatic challenges are growing in both number and complexity, including in new domains. The Ministry of Foreign Affairs is seeking individuals with rich practical experience and diverse professional backgrounds, and is strengthening its recruitment of experienced professionals.

From this perspective, in fiscal year 2023 (Reiwa 5), we began a unique hiring examination for experienced professionals for the General Position Equivalent. This year, we are also changing the examination for the Specialist Position Equivalent—commonly known as the Counselor-level position—from the previous system administered via the Personnel Bureau to a new, ministry-conducted selection process. As a result of reviewing the selection process, we now conduct document screening and online interviews first, followed by in-person interviews. This makes it easier for individuals currently working overseas or residing in regional areas—who may find it difficult to attend multiple examination sessions on fixed dates—to participate.

Diplomacy is built through individual human interactions, and the people working at the Ministry directly shape Japan's diplomatic capabilities. We believe that by welcoming individuals with rich practical experience and diverse backgrounds, new ideas and changes will emerge, becoming a new driving force for Japanese diplomacy.
