Project Overview
Kagoshima Prefecture, home to World Natural Heritage sites such as Yakushima and Amami-Oshima, is also renowned for its top-tier agricultural and marine products like sweet potatoes, Kurobuta pork, and farmed yellowtail. One of the prefecture’s key priorities is enhancing its economic strength by leveraging tourism and agriculture. The goal is to maximize the region’s potential, balancing economic growth with community prosperity. At the same time, preserving its rare ecosystems remains a critical focus—protecting and passing on its magnificent natural heritage to future generations.
However, achieving these dual goals and accelerating solutions to regional challenges requires more than internal expertise. Specialized external perspectives are essential. Therefore, Kagoshima Prefecture has newly established part-time positions in four key areas and is launching its first public recruitment with EN’s support. The four advisory roles—Tourism Planning & Analysis Advisor, Prefectural Product Branding Advisor, Amami World Natural Heritage Nudge Advisor, and Market Expansion & Export Promotion Advisor—will provide expert advice and policy recommendations. All positions allow one day per week of fully remote work, aiming to attract highly skilled and experienced talent from across Japan.
EN will support recruitment through its job platforms—'En Japan,' 'Middle no Tenko,' and 'AMBI (Ambi)'—providing end-to-end support from hiring to onboarding and long-term engagement. We welcome applications from individuals who wish to use their expertise to help shape a better future for Kagoshima.
List of Recruitment Positions
- Tourism Planning & Analysis Advisor Provide data analysis on tourism-related metrics and advisory support for tourism policies to achieve numerical targets, including 9.95 million overnight stays and 410 billion yen in tourism spending by Reiwa 11.
- Prefectural Product Branding Advisor Conduct data collection and analysis related to 'Kagoshima Brand,' a certification for high-quality local agricultural and livestock products, and provide general branding advice.
- Amami World Natural Heritage Nudge Advisor Leverage insights from behavioral economics and behavioral science to advise on measures protecting rare species like the Amami rabbit from roadkill and predation by cats.
- Market Expansion & Export Promotion Advisor Support the prefecture’s initiatives and local businesses with advice toward achieving the goal of 80 billion yen in exports by Reiwa 12, as outlined in the 'Southern Treasure Box Kagoshima' export vision.
Hiring Team Comment
We believe that to enhance organizational responsiveness to increasingly diverse and complex administrative challenges, it is effective to utilize talent with specialized knowledge and experience tailored to each issue.
Therefore, based on the 'Kagoshima Prefectural Government Talent Acquisition Action Program' established in March of Reiwa 7, the prefecture will newly engage external experts with specialized skills in areas where internal expertise is insufficient or where external ideas and know-how can help solve administrative challenges. We aim to advance policies while incorporating private-sector insights.
We are now recruiting part-time talent for four positions: 'Tourism Planning & Analysis Advisor,' 'Prefectural Product Branding Advisor,' 'Market Expansion & Export Promotion Advisor,' and 'Amami World Natural Heritage Nudge Advisor.' We welcome applicants who are eager to work alongside Kagoshima officials with flexible thinking and a spirit of challenge.
(Toru Mushiaki, Director General of the General Affairs Department, Kagoshima Prefecture)
