Project Overview

The role of the Ministry of Agriculture, Forestry and Fisheries is becoming increasingly important. The ministry is promoting strategies from both "offensive" and "defensive" perspectives, aiming to create overseas markets for realizing "profitable agriculture" and ensure a stable food supply. Furthermore, the budget for agriculture, forestry, and fisheries for fiscal year 2026 has been increased for the third consecutive year, with a policy of focused investment in key themes such as strengthening food security, promoting smart agriculture, and expanding exports.

In this context, it has become essential for MAFF to build a more resilient organization capable of responding to diverse challenges. Therefore, the ministry is focusing on recruiting individuals from the private sector. In fact, among central government ministries, MAFF was an early adopter of its own recruitment methods, exempting candidates from the national civil service examination. To date, personnel with diverse backgrounds, including finance, aviation, manufacturing, consulting, trading companies, and media, have joined and are active within the ministry. The proportion of employees from the private sector boasts one of the highest among central government ministries. To further strengthen the organization by continuing these efforts, we are collaborating with en to implement large-scale career recruitment.

This time, recruitment is being conducted for multiple positions: "General Staff (Administrative/Technical)" for policy planning as executive candidates, and "General Service Staff (Technical)" who will be responsible for policy planning and execution while leveraging their specialized knowledge in various fields. Additionally, positions include "Export Specialist," "International Specialist," and "Branding and Intellectual Property Specialist" to be assigned to the Export and International Bureau responsible for export promotion, etc.; "Inspector" to be assigned to the Inspection and Monitoring Department to protect primary industries from financial risks; and "DX Promotion Specialist" to be assigned to the Digital Strategy Group responsible for overall DX promotion at MAFF. Because MAFF broadly handles familiar areas such as food and the environment, opportunities to leverage diverse experiences are expanding.

Furthermore, this fiscal year, as in previous years, the national civil service examination (written exams such as the general aptitude test) will be waived, and career recruitment will be conducted. The aim is to recruit a more diverse range of talent through a selection process similar to that of private companies. It is now commonplace to have hires from the professional workforce, and the first cohort has been appointed to positions equivalent to corporate executives (Directors and Counsellors). We await applications from those who are passionate about engaging in transitional agricultural, forestry, and fisheries policies, leveraging their careers in private companies and public institutions.
