Comment from the Director, Inspection Division, Minister's Secretariat, Inspection and Supervision Department, Ministry of Agriculture, Forestry and Fisheries

The Inspection and Supervision Department, Minister's Secretariat, Ministry of Agriculture, Forestry and Fisheries conducts financial and operational inspections of cooperative organizations and other entities under the jurisdiction of the Ministry. Furthermore, through these inspections, it provides management support to affiliated financial institutions, such as agricultural cooperatives.

Therefore, we required human resources with specialized knowledge and experience in areas such as market risk and credit risk management systems. We expect these new recruits to share their accumulated knowledge in the financial industry and actively contribute as inspectors for the Ministry of Agriculture, Forestry and Fisheries.

Comment from Mr. Shunichiro Kubo, Successful Candidate

I decided to join the Ministry of Agriculture, Forestry and Fisheries because I wanted to apply my experience in the market division, cultivated in the financial sector, in a more public capacity. Through practical work in different financial sectors—banking, securities, and insurance—I realized that supporting the soundness of financial institutions is not merely about stabilizing a single organization's management, but about supporting the very foundation of regional economies and industries. Upon learning about this role, which supports agriculture, forestry, and fisheries from a financial perspective, I felt it was the place where my experience could be best utilized, and so I applied.

In addition to my practical experience in the market division, I have also considered financial institutions from a business continuity perspective. I believe it is crucial not only to ensure soundness during normal times but also to maintain necessary functions during emergencies and minimize impact on customers and regions. I believe this perspective can be utilized in understanding the actual conditions of affiliated financial institutions and sharing issues through dialogue.

Moving forward, while leveraging my specialization in market division experience, I aim to contribute to improving the soundness and sustainability of affiliated financial institutions by utilizing these experiences and perspectives. I find great fulfillment in being able to support agriculture, forestry, and fisheries and local communities through inspections and dialogue.

[Background] Over 30 years of experience in financial institutions, engaged in short-term fund management/procurement, foreign exchange, market planning, accounting, and crisis management. Cultivated expertise in various financial sectors—banking, securities, and insurance. Also obtained a Ph.D. in BCP research, having been involved in BCP construction during his time at a bank.
