Cluster, Inc. (Headquarters: Shinagawa-ku, Tokyo; CEO: Naoto Kato; hereinafter 'Cluster') announced at the 'TakeOff Tokyo 2026' international startup conference on April 1, 2026, the establishment of the 'Business Development Division.' This new specialist organization integrates three business domains—Digital Twin, Physical AI, and Research—to provide consistent support from business conception to technical implementation and operation.
Utilizing technical assets such as massive concurrent connectivity, 3D spatial generation, and behavioral data analysis developed through its metaverse platform 'cluster,' the company will provide one-stop solutions. These range from problem-solving, new business development, and solution design to technical development and delivery across wide-ranging industrial fields including construction, real estate, mobility, manufacturing, infrastructure, and facility management.
Background and Challenges In industries such as construction, manufacturing, and mobility, the movement to reproduce buildings, cities, and products using 3D data is rapidly expanding. However, the ability to actually view and use that 3D data is often limited to experts with specialized software, making it inaccessible to building owners, field staff, or residents.
While the adoption of digital twins is progressing, current usage often stops at 'viewing spaces in 3D.' Due to large data sizes and heavy processing, it remains technically difficult for multiple people to enter, walk around, and discuss within the same space simultaneously.
Consequently, digital twins of buildings and cities currently lack a 'human' presence, unlike real spaces. If people can enter and walk around digitally, data on where people gather, which paths they choose, and what catches their eye becomes visible. Furthermore, simultaneous multi-user access enables activities that only work when people gather, such as remote design reviews, site-reproduced training, and consensus building among stakeholders.
By feeding both data and human activity back into the physical world, it becomes possible to improve the design and operation of buildings, cities, mobility, and manufacturing.
Through 'cluster,' Cluster has built an infrastructure where up to 100,000 people can enter the same space simultaneously across PC, smartphone, and VR devices. It has also accumulated technology for capturing and analyzing human behavior within these spaces. By expanding these assets to industrial domains, Cluster adds the 'human' element to digital twins, creating an environment where data and experiences circulate bidirectionally between real and digital worlds.
Features of the Business Development Division The Business Development Division integrates the following three functions into one organization to support customers' problem-solving and new business development from conception to implementation:
1. Business Co-creation (Business Co-creation Dept.): Starting from customers' business challenges, this department co-promotes 3D data utilization strategies, new business development, and solution design, providing experience-based research methods using digital twin environments.
2. Technology & Research (Metaverse Lab + Solution Engineers): Researchers and research engineers in VR/HCI/ML work within the same lab. They bring cutting-edge research insights from top international conferences like IEEE VR, IEEE ISMAR, and ACM CHI, working alongside solution engineers from technical strategy design to PoC execution and production implementation.
3. Platform Provision & Technical Delivery (Solution Engineers + Platform Engineers): Leveraging the 'cluster' platform and proprietary technologies, solution and platform engineers collaborate to support the construction, operation, and effectiveness verification of digital twin environments, AI agents, and physical AI integration platforms.
Business Areas The Business Development Division operates in three areas:
- Digital Twin: Automated generation of digital twin spaces from BIM/CAD/point cloud data (patent pending), real-time environmental visualization via IoT sensor integration, and integrated analysis of behavioral and spatial data. Utilizing 'Cluster INSIGHT,' a metaverse research solution based on the 'LUIDA' framework, it provides an environment where anyone can check, discuss, and utilize 3D data anytime, anywhere.
- Physical AI & Robotics: Developing and providing 'AI Agent FLEX' (patent pending), an AI agent platform that acts autonomously within digital twin spaces. Insights learned by AI in digital spaces are transferred to robots and devices in physical spaces, circulating data bidirectionally.
- Research: Based on 'Cluster INSIGHT,' this area conducts large-scale, experience-based research and experiments using digital twin environments. It integrates behavioral and qualitative data unattainable through conventional surveys, supporting decision-making in product development, spatial design, and urban planning.
Key Achievements Projects and joint research are already underway in multiple sectors, including major general contractors, mobility and real estate companies, government ministries, local governments, and hospitals. Individual details will be announced sequentially.
Moving forward, Cluster will expand implementation cases and accelerate the social implementation of 'human-involved digital twins' through joint verification with partner companies.
Stakeholder Messages Hiroshi Kameya, Director of Business Co-creation Dept., Business Development Division: 'The real world is built upon the connection between spaces and people. In the digital realm, we must do more than just reproduce spaces; people must enter and act, and that data must be fed back into real buildings and cities, bleeding into the physical world through AI and robots. The role of the Business Development Division is to deliver this cycle from conception to implementation. We will partner with you throughout the journey, from designing how to create value to technical implementation.'
Takeshi Hiraki, Director of Metaverse Lab: 'The Metaverse Lab has been presenting research on human behavior and perception in VR/Metaverse at international conferences while verifying those insights on the "cluster" platform used by millions. Our strength lies in combining large-scale real data—unattainable in lab experiments—with hypothesis setting and research design backed by academic insights. With the launch of the Business Development Division, we have established a system to deliver these research assets directly to solve customer challenges.'
