Concur and NTT West Partner to Drive Efficiency in Local Government Travel Expense Management

Concur Japan Ltd. (Headquarters: Chiyoda-ku, Tokyo; President: Yoshio Hashimoto), a leader in travel and expense management cloud services, and Nippon Telegraph and Telephone West Corporation (Headquarters: Osaka-shi, Osaka; President: Ryota Kitamura) signed a sales partner agreement for SAP Concur on April 1, 2026. Both companies will contribute to improving administrative services and solving challenges through the efficiency of travel expense settlement operations in local governments.

1. Background Many local governments set travel expense regulations based on the Law Concerning Travel Expenses of National Public Officers, etc. (hereinafter 'Travel Expense Law'), which was revised for the first time in 75 years on April 1, 2025. This revision changes the method from fixed-rate payments to an actual-cost reimbursement system with a cap and allows payments to parties other than the traveler (e.g., travel agencies). However, revising regulations to comply with this change is expected to increase the workload of staff involved in the review and approval process, as they will need to apply for actual expenditures after the trip in addition to pre-trip applications.

Overview Against this backdrop, Concur, the provider of 'SAP Concur,' which can automatically create travel expense details by linking with usage data from various cashless payment services, and NTT West, which has deep insight and a proven track record in government DX, are collaborating to propose and provide solutions tailored to the needs of local governments. By digitizing and streamlining travel expense settlement operations, they will contribute to improving the quality of administrative services through an environment where staff can concentrate on their core duties.

3. Roles of Each Company Concur: Providing SAP Concur licenses. NTT West: Proposing digitization of overall administrative affairs, including travel expense settlement, through DX consulting; Selling SAP Concur licenses; Providing support after implementation, communication lines, and system integration (SI) required for introduction.
