### About the Local Government Membership Program

### Case Studies of Initiatives with Local Governments

COMMON has previously engaged in initiatives with local governments, businesses, and local organizations nationwide, including disaster prevention and mitigation, tourism promotion, regional promotion, corporate version of hometown tax donations, local community support, and forum/event planning and management.

Moving forward, based on these practical examples, we will connect local governments with businesses and regions, expanding opportunities for co-creation aimed at solving regional issues nationwide.

#### Example 1: Creating Contact Points between Local Governments and Businesses through Public-Private Partnerships Forums and Commons Connect

COMMON plans and operates public-private partnerships forums and Commons Connect (exchange meetings and study sessions) where local governments, businesses, and local organizations gather to connect regional issues with solutions from private companies.

Themes are set according to regional challenges, such as disaster prevention, industrial promotion, health, tourism, corporate version of hometown tax donations, labor shortages, and local community support. These are not merely lecture events but aim to create venues that lead to subsequent consultations, collaborations, demonstrations, agreements, and commercialization.

For local governments, this provides an opportunity to connect with multiple businesses and local organizations, and for businesses, it offers a chance to consider partnerships while understanding the challenges and potential of local areas.

Through forums and exchange meetings, COMMON designs a flow that ensures local governments and businesses do not meet just once and end there, but rather leads to subsequent consultations, proposals, demonstrations, agreements, and business development.

#### Example 2: Public-Private Partnership Support in Disaster Prevention and Mitigation

COMMON serves as the secretariat for the General Incorporated Association Regional Revitalization Project "EN GIN" and is involved in disaster relief cooking support, disaster cooperation utilizing kitchen cars, disaster prevention forums, and disaster prevention awareness activities with local communities.

Based on practical knowledge gained from disaster support sites, including the Noto Peninsula Earthquake, we support the creation of systems where local governments, private businesses, and local organizations connect in peacetime and function in emergencies.

We aim for "active disaster prevention" that goes beyond merely "concluding" disaster prevention plans and agreements, encompassing training, awareness, community participation, and corporate collaboration.

For local governments, this allows them to build relationships with private businesses and local organizations capable of cooperation during disasters in peacetime, and for businesses, it provides an opportunity to leverage their strengths for regional safety and security.

#### Example 3: Tourism and Regional Promotion Support

COMMON also collaborates with local governments and tourism associations to promote tourism and regional promotion utilizing local resources.

By combining projects that leverage local ingredients and businesses, planning and operating local events, refining tourism content, and disseminating information using platforms like PR TIMES, we support expanding recognition inside and outside the region and creating a "related population" (people with a connection to the region).

We aim to create a state where regional attractions can be continuously promoted, not just by holding one-off events, but by involving local businesses, gaining media exposure, and planning for continued development in subsequent years.

"I don't know how to promote the region's appeal."
"We have tourism resources, but they're not reaching outsiders."
"I want to create projects that involve local businesses."
"I want events not to be temporary but to lead to future business."

In response to these consultations from local governments, COMMON supports everything from organizing regional resources to planning design, dissemination, and collaboration with businesses and local organizations.

#### Example 4: Corporate Version of Hometown Tax and Corporate Partnership Support

The corporate version of hometown tax is not merely a request for donations but an important point of contact for companies to participate in the policy challenges and future of local governments. COMMON supports local governments in organizing key policies and regional issues, planning and disseminating them in a way that resonates with companies. Also, by utilizing forums and exchange meetings, local governments can introduce corporate versions of hometown tax, attract businesses, promote regions, and introduce local government projects to companies.
