The company has been supporting Ome City Hall in the paperless transformation and efficiency improvement of counter services through "Sonomama DX," a solution that can be implemented even in offices without IT specialists.

After two years of verification, the solution has received high ratings in resident surveys and successfully connected to the Local Government Wide Area Network (LGWAN) (※), a secure administrative network isolated from the internet. Based on these achievements, the number of departments adopting the system—including citizen service counters—has been expanded.

■ Background and Progress to Date

Ome City Hall previously managed counter services using paper forms, requiring significant manual effort for re-entry into digital systems. Even when IT tools were introduced, their use often depended on individual staff members' technical skills, leading to knowledge silos. There was also a growing need for digitalization that could be safely and easily used by diverse residents, including the elderly and foreign nationals.

■ Effects of Implementing Sonomama DX

"Sonomama DX" digitizes existing paper forms without altering the city's document management policies or business workflows. This tool enables gradual digital transformation even without IT specialists.

Ome City Hall has verified and expanded the use of "Sonomama DX" through the following three steps:

1. Fiscal Year 2024: Pilot Experiment (Step 1)

The paperless verification of counter application forms using "Sonomama DX" was selected for Tokyo's "Tama Innovation Ecosystem Promotion Project – Leading Project." Through this pilot, Ome City Hall introduced "Sonomama DX" on a trial basis in five departments with citizen-facing counters: the Traffic Policy Division, Child-Rearing Support Division, Child Development Division, Child and Family Center, and Waste Management and Recycling Division.

2. Fiscal Year 2025: Internal Deployment Test (Step 2)

Building on the pilot results, the city conducted internal deployment testing. Additionally, efforts were made to establish a stable operational framework compliant with security requirements, including connectivity to the LGWAN.

3. April 2026 onward: Expansion of Deployment Departments (Step 3)

Based on the results of prior operations, the deployment has been expanded to four additional departments: the Citizen Safety Division, Personnel Division, Urban Planning Division, and Ome General Medical Center. codeless technology will continue to support Ome City Hall in improving citizen services and operational efficiency through "Sonomama DX."

Over two years of operation, the following outcomes have been confirmed:

Reduction in Workload

The need to manually enter data from paper forms into PCs has been eliminated, reducing workload and errors. Manual transcription of application data into Excel reports has also been streamlined through data integration.

High Resident Satisfaction in Surveys

During the pilot phase, a survey of 95 residents showed that 61% expressed a desire for more application forms to be digitized, indicating strong demand for broader implementation. Positive feedback was received across age groups, including the elderly, such as "The interface looks just like paper, so it was stress-free to use."

Compliance with Municipal-Specific Requirements

The system has met unique municipal security requirements, including connectivity to LGWAN. Furthermore, it has been proven that "Sonomama DX" can be implemented without modifying Ome City's document management regulations, as it digitizes paper forms as-is.
