Tainan's Cigu Industrial Park Pioneers Co-location of Service Center and Substation
The Tainan City Government is developing the Cigu Technology Industrial Park, pioneering a model in Taiwan by co-locating the industrial park's service center with a Taipower substation. This initiative aims to improve land use efficiency, shorten development timelines, and offer businesses the advantage of "synchronous plant construction and stable power supply." The co-located substation is scheduled to begin operations in 2028.

(CNA, Tainan, May 18, by reporter Yang Szu-jui) The Tainan City Government is promoting the development of the Cigu Technology Industrial Park, adopting a model where public facilities and factory construction proceed simultaneously. It also pioneers the co-location of an industrial park service center and a Taipower substation, a first in the nation, to enhance land use efficiency and shorten the development timeline. The co-located substation is expected to supply power in 2028. Hsiao Fu-jen, Deputy Director-General of the Tainan City Government's Economic Development Bureau, told CNA today that the co-location of the Cigu Technology Industrial Park service center and the Taipower substation is a first-of-its-kind planning model for industrial parks nationwide. It helps solve the issue of asynchronous timing between industrial park electricity demand and substation construction, allowing enterprises to enjoy the advantage of "synchronous plant construction and stable power supply," thus shortening the development period. Hsiao stated that the service center, currently under construction, has a base area of 6,500 square meters and is a three-story reinforced concrete building. The co-located substation is expected to supply power in 2028, providing rare dual voltage levels of 161kV and 69kV, which will enhance corporate access to green electricity and improve energy resilience. He said that public works within the park are fully underway, with preliminary projects such as off-site soil excavation and sewage pipeline work already completed. The park is planned with roads of various widths, including 30 meters, 20 meters, and 16 meters, totaling a length of 9010 meters. The park is located adjacent to Provincial Highway 17, about 5 kilometers from the West Coast Expressway, 7 kilometers from National Freeway 8, and about 11 kilometers from the An-ding Interchange on the Sun Yat-sen Freeway, offering convenient transportation. Hsiao pointed out that since the Cigu Technology Industrial Park began attracting investment in 2024, it has completed 5 land auctions, attracting a total of 38 companies and selling approximately 39.4 hectares of land. It is expected that three companies will complete factory construction by the end of this year. In the future, it is anticipated to form industrial clusters for automotive components, metal products, and plastic products, driving the development of the Cigu district and neighboring areas.
