(CNA Reporter Shen Ru-feng, Keelung, 15th) A Keelung City Government Public Works Department Sewerage Section Chief, surnamed Kao, is suspected of violating the Waste Disposal Act. Prosecutors ordered him to be released on a NT$300,000 bail today. The city government stated that Kao has been transferred, will fully cooperate with the judicial investigation, holds zero tolerance for illegal behavior, and will pursue administrative accountability.

The Keelung District Prosecutors Office is investigating a case involving illegal dumping of waste at the Keelung City Water Resource Recovery Center. Yesterday, they searched premises including the city's Public Works Department and the Water Resource Recovery Center, and questioned Section Chief Kao, outsourced operators, and relevant waste disposal contractors.

After interrogation continuing into early this morning, prosecutors determined that Kao and a contractor surnamed Lin, among 9 individuals, were suspected of violating the Waste Disposal Act. Kao was granted bail of NT$300,000. Prosecutors filed to detain Lin due to risks of collusion and destroying evidence, while the other 7 were bailed for amounts ranging from NT$30,000 to NT$1,000,000.

Keelung City Public Works Department Director Chien Yi-che responded that, considering Kao has been bailed, the city government transferred him from his current unit to a non-managerial position effective immediately to ensure the smooth and fair progress of the subsequent judicial investigation.

Liu Pang-hsiu, Director of the Legal Affairs and Labor Department of Keelung City Government, said the city respects the investigation by police and prosecutors and has instructed relevant personnel to fully cooperate, proactively providing any documents needed. The city hopes the truth will be clarified soon under the principle of "neither wronging the innocent nor sparing the guilty."

Liu reiterated that integrity is the most basic conduct for public servants, demanding all city government employees to take this as a warning.

Li Kuo-cheng, Director of the Keelung City Government Ethics Department, stated that the city had received whistleblower reports related to this case late last year. Upon receiving the reports, internal verifications were initiated, and the collected data was proactively provided to relevant judicial agencies as reference for their investigation.

The Water Resource Recovery Center located on Keelung's Heping Island is supervised by the Public Works Department and contracted to private operators. Prosecutors received reports indicating that construction waste was dumped in the wetlands behind the center. Because the center has only one entrance with strict access control, it is suspected that someone condoned operators entering to dump waste, prompting the investigation.
