(CNA Reporter Huang Chiao-wen, Taipei, 15th) Since the launch of the Northern Taiwan Mail Operations Center, mail has been repeatedly delayed, requiring personnel to work overtime and mobilize support. As Chunghwa Post continues to improve operational processes, Chairman Wang Kwo-tsai sent a letter to employees today, hoping they will courageously face the difficult challenges and turn the crisis into an opportunity.
The Taipei Mail Processing Center of Chunghwa Post Co., Ltd. was consolidated and relocated to the Northern Taiwan Mail Operations Center in the Postal Logistics Park (A7), Guishan District, Taoyuan City, on May 4. The new site, new equipment, and new operational procedures went live simultaneously. In the initial stage, equipment, personnel, and systems are still in a break-in and adjustment phase. The processing and dispatching times for some mail have been longer than usual, affecting the handling and delivery efficiency of certain parcels and registered mail.
Regarding the manpower shortage of 3,000 people, Wang Kwo-tsai said on the 4th that improvement measures are expected within a month, and personnel will be supplemented in September. However, recently, employees pointed out on social media that manpower is already insufficient, and they have recently been drafted to support the Northern Taiwan Mail Operations Center.
In his letter to employees, Wang Kwo-tsai stated that based on the needs of business transformation and smart logistics development, the logistics park project, which includes the Postal Logistics Center, Northern Taiwan Mail Operations Center, Information Center, and Operations Center, was launched in May 2014. Through everyone's hard work over the past 12 years, it has all been completed and put into use.
He noted that since the opening of the Northern Taiwan Mail Operations Center, automated equipment and personnel are still adjusting, leading to delayed deliveries of parcels and registered mail and sparking public complaints. Currently, by continuously optimizing automated equipment functions, adjusting on-site Standard Operating Procedures (SOPs), and increasing manpower, mail processing efficiency has significantly improved, though more time is needed for continuous improvement and optimization.
Wang expressed his gratitude, noting that besides the hard work of the staff at the Northern Taiwan Mail Processing Center, the Department of Mail Business, and the Department of Asset Operation, he appreciates the staff from the Taichung Mail Processing Center and various northern post offices for stepping up during this difficult time. Seeing everyone wishing for the company to weather the crisis and hoping it gets better brings warmth to his heart.
As Chunghwa Post marks its 130th year and enters its second year of transformation, Wang called on employees to use courage to welcome difficult challenges and turn the crisis into an opportunity, believing the company will grow stronger and move towards excellence.
Furthermore, Chunghwa Post issued a message explaining the situation at the Northern Taiwan Mail Operations Center. They have continuously improved on-site operational processes, manpower deployment, and equipment operation. Measures include assigning additional supervisors and management personnel, prioritizing registered and express mail, enhancing the handling of equipment anomalies, and strengthening education, training, and operational support. With continuous adjustments, overall operations have gradually stabilized compared to the initial relocation period.
Chunghwa Post stated that holiday support manpower is primarily handled through cross-unit support and voluntary assistance within the company to meet the operational demands of the initial relocation phase and peak mail periods. Currently, related support personnel will be flexibly dispatched based on daily mail volume and on-site conditions. Subsequently, short-term support needs will be gradually reduced through manpower supplementation, process optimization, and equipment stabilization.
Chunghwa Post affirmed that it continues to push forward various improvement measures. On-site operations and mail processing are gradually stabilizing. The company will continue to invest necessary manpower and resources, strengthen on-site management and processing efficiency, and prioritize ensuring the delivery quality of registered, express, and important mail.
