The Water Resources Agency (WRA) stated this evening that during the heavy rainfall, the water levels of the Mataian and Hualien Creeks, which are managed by the WRA, rose by only about 30 to 50 centimeters. The river channels' flood discharge capacity is currently normal. The WRA and its 9th River Management Office immediately established an emergency response team and proactively contacted the Hualien County Government to provide support.

The water levels of the Mataian and Hualien Creeks in Hualien rose due to heavy rain, and the tributary Madana Creek could not drain quickly enough, causing flooding in Neighborhood 12 of Dongfu Village and Fozu Street in Guangfu Township. Homes were flooded, vehicles were trapped, and six households were evacuated urgently.

The Ministry of Economic Affairs' Water Resources Agency explained in a press release today that the current flooded areas are mainly in wild creeks and urban drainage systems, where instantaneous heavy rainfall caused some county-managed drainage areas to be unable to discharge water quickly enough, resulting in localized overflows. The WRA immediately activated its emergency response mechanism, and both the WRA and the 9th River Management Office formed a response team at the first instance, proactively contacting the Hualien County Government to offer support.

The WRA stated that during this period of heavy rain, the water levels of the Mataian and Hualien Creeks under its management rose by only about 30 to 50 centimeters, and the river channels' flood discharge capacity remains stable. The rain has now eased, and the floodwaters are gradually receding.

The WRA added that the Mataian and Hualien Creeks are located in the Guangfu area of Hualien. Last year, they were affected by a barrier lake overflow and a large amount of sediment moving downstream, which caused riverbed siltation and localized overflows. Since the disaster, the WRA has been continuously carrying out river dredging and levee restoration work. To date, a total of about 22 million cubic meters of dredging has been completed, and the restoration of important levee sections has reached protection standards.
