Central News Agency, Nantou, May 14 (Reporter Hsiao Po-yang) - The Maoluo River basin in Nantou City is prone to flooding in surrounding low-lying areas due to heavy rainfall. The Water Resources Agency and the Nantou County Government are working together on governance, including clearing riverbed silt, adding large water pumps, installing automatic floodgates, implementing the Wailu drainage project, and establishing retention ponds.
The 2024 Typhoon Kemi caused extensive flooding in Nantou City, bringing attention to the drainage management along the Maoluo River. Nantou County Deputy Magistrate Wang Jui-te stated in the county council today that the county government, in conjunction with the central government, is accelerating efforts in external water management, internal water management, and the Wailu drainage system. He thanked KMT Legislator Yu Hao, Nantou Mayor Chang Chia-che, and council members for their concern and assistance in the ongoing remediation of the Maoluo River.
Wang Jui-te explained the latest progress and plans for the Maoluo River's remediation. First, regarding external water (river channel) governance, the Water Resources Agency of the Ministry of Economic Affairs is currently carrying out dredging of 650,000 cubic meters. Although the silt is not being transported away, it is being moved to the wider river section or high-water plains downstream of Pinglin Bridge, which can still effectively clear the stream flow from Zhenxing Bridge to Nangang Bridge. The dredging progress has reached 350,000 cubic meters and is expected to be completed ahead of schedule.
Wang pointed out that internal water management includes the existing nine pumps, each with a capacity of 0.3 metric tons per second. The county government fully supports the Nantou City Office's flexible and proactive deployment, encouraging the city office to place pumps in potential flood zones a day or half-day before potentially disastrous rainfall. The county government will provide full support with disaster preparedness funds. Additionally, an application has been made to the Water Resources Agency for large-scale pumps, with three more expected to be added in July.
Wang Jui-te stated that the county government has received preliminary approval from the Water Resources Agency for emergency projects. This includes adding a pump with a capacity of 1 metric ton per second to the pumping station at the Jhungong Bridge embankment, as well as installing an automatic floodgate and a pump platform at the Sankuai-cuo drainage. Pump platforms will also be added at Baonan Temple and Xiaoxi Bridge. The county government also plans to add a pump platform at Lane 1046, Huayang Road. Combined with the diversion works and sump pits near the De'an Nursing Home, which will soon be contracted out, this will allow internal water from upstream of Jhungong Bridge to be diverted into the Maoluo River in advance, preventing flooding in the low-lying area near the Dazhong Driving School.
Regarding the Wailu drainage, some sections of the revetment are old and damaged, affecting flood discharge capacity. Legislator Yu Hao has secured funding to improve the drainage efficiency along the Maoluo River. Wang noted that a total of NT$1.2 billion will be invested in the Wailu drainage project, with the county government providing over NT$300 million. The land acquisition and basic design for the 5-hectare retention pond have been completed, and detailed design will now commence, with hopes to start construction by the end of this year or early next year.
