In a press release, the Ministry of Economic Affairs stated that the amendment has four main points. These include adding provisions for the public disclosure of energy sales statistics to improve public management efficiency, promote the rational and effective use of energy, and formulate region-specific electricity-saving plans or strategies. It also adds a requirement for energy users with a contract capacity above a certain level to install self-generation and energy storage equipment, strengthening the energy self-sufficiency of users, enhancing grid resilience, and reducing transmission and distribution line losses.

Furthermore, it authorizes local governments to dispatch personnel or entrust professional institutions or technicians to conduct inspections of energy users, which will help increase the enforcement and inspection capacity of local governments in implementing energy-saving regulations. The amendment also expands the authorized scope of management for specific energy products announced by the central government, such as hydrogen fuel for vehicles, to improve the legal framework for energy products and business operations.

The Ministry of Economic Affairs stated that considering the current low fines are not a sufficient deterrent, after a comprehensive review of the penalties in the act, the upper limit of some fines has been raised, new types of violations have been added, and the competent authority is authorized to publish the names of violators and the reasons for the violation depending on the severity.

The Ministry explained that this amendment aims to make energy management more transparent and efficient through the public disclosure of energy sales statistics by energy suppliers, strengthening corporate electricity responsibility regulations, providing local governments with tools for implementing energy-saving inspections, and increasing penalties for violations.
